Com a aprovação pela União Europeia de metas ambiciosas para o alcance de 2030,
32% de quota de energia proveniente de fontes renováveis no consumo final bruto,
32,5% de redução do consumo de energia, 40% de redução das emissões de gases
com efeito estufa, e 15% de interligações elétricas, Portugal construiu instrumentos e
estratégias necessários para alcançar estes objetivos como o Plano Nacional para
Energia e Clima (PNEC) e o Roteiro para a Neutralidade Carbónica. Recentemente a
Comissão Europeia anunciou uma iniciativa, “100 Climate-neutral and Smart Cities by
2030”, que pretende dar resposta aos desafios climáticos, onde Guimarães, Lisboa e
Porto fazem parte das 100 cidades foram selecionadas. Com 2030 a aproximar-se é de
alguma urgência e prioridade a definição de objetivos e estatutos para o
desenvolvimento de medidas de apoio a cumprir os objetivos.
Este projeto surge nesse sentido, com um principal objetivo de sistematizar o processo
de dimensionamento de comunidades de energia renovável, este que é um processo
ainda incompleto e muito recente no mercado. Esta sistematização resultou na definição
de dois diagramas principais que serão apresentados no projeto, um deles sistematiza
toda a complexidade de uma Comunidade de Energia Renovável e o outro o processo
de dimensionamento da mesma.
O Caso de Estudo para a criação de uma CER mostra diferentes cenários de
aplicabilidade tanto na quantidade de módulos fotovoltaicos, Cenário 1 com a
capacidade máxima, Cenário 2 com 66% de capacidade e Cenário 3 com 33% de
capacidade, como também nas opções de financiamento, apresentando duas opções,
financiamento por “crowdfunding” ou por uma entidade externa.
Todo o estudo realizado neste projeto elucida-nos para dois pontos fulcrais, a
necessidade de elucidar o conceito e etapas para formação e operacionalização de uma
Comunidade de Energia Renovável e na necessidade de concretizar a criação das
mesmas. Deste modo este projeto serve como ferramenta apoio para os pontos

With 2030 approaching, it is of some urgency and priority to define objectives and statutes for the development of support measures to meet the objectives. This project arises in this sense, with the main objective of systematizing the process of dimensioning renewable energy communities, which is still an incomplete process and very recent in the market. This systematization resulted in the definition of two main diagrams that will be presented in the dissertation, one of them systematizes all the complexity of a Renewable Energy Community and the other the process of dimensioning it. The Case Study for the creation of a CER shows different applicability scenarios both in the number of photovoltaic modules, Scenario 1 with maximum capacity, Scenario 2 with 66% capacity and Scenario 3 with 33% capacity, as well as in the options of financing, presenting two options, financing by crowdfunding or by an external entity. The entire study carried out in this project elucidates two key points, the need to elucidate the concept and steps for the formation and operation of a Renewable Energy Community and the need to implement their creation. Thus, this project serves as a support tool for the mentioned points.
