Abstract(s)
Com o avanço constante das sociedades e das práticas criminais, não nos podemos
ignorar as mudanças que ocorrem. A velocidade das mudanças e as suas demandas
requerem uma constante adequação e atualização das organizações, a fim de se adaptarem
e acompanharem as exigências e as realidades contemporâneas. O estudo do papel da
Polícia Nacional de Cabo Verde na prevenção da proliferação de ALPC requer uma
investigação profunda da história e da produção legislativa no país, incluindo a análise
dos diversos contextos políticos, económicos e sociais que a sua população enfrentou
durante um período de uma década, de 2014 a 2023.
Sendo a Polícia Nacional de Cabo Verde o vigilante da segurança, da ordem e da
tranquilidade públicas, deve ter a ousadia, a maturidade e a criatividade para refletir e
reavaliar a necessidade de políticas e ações que regulamentam, controlam e gerem todo o
processo relativo às armas, visando a prevenção e a mitigação de eventuais situações de
violência e de criminalidade. Todavia, os resultados obtidos ao nível da prevenção da
proliferação de ALPC estão longe de ser o desejado. Face a isso, é preciso criar formas
de lidar com esse fenómeno criminal, que está em constante evolução, o que requer a
implementação de novos procedimentos e institutos, que sejam mais eficazes para lidar
com os desafios e as complexidades que estes crimes apresentam nos dias de hoje e que
esta dissertação se propõe analisar.
With the constant advance of societies and criminal practices, we cannot ignore the changes that are taking place. The speed of change and its demands require organizations to constantly adapt and update to keep up with contemporary demands and realities. Studying the role of Cape Verde's National Police in preventing the proliferation of SALW requires in-depth research into the country's history and legislative output, including analyzing the various political, economic and social contexts that its population has faced over a period of a decade, from 2014 to 2023. As Cape Verde's National Police is the watchdog of public safety, order and tranquility, it must have the audacity, maturity and creativity to reflect on and re-evaluate the need for policies and actions that regulate, control and manage the entire arms process, with a view to preventing and mitigating possible situations of violence and crime. However, the results obtained in terms of preventing the proliferation of SALW are far from the desired results. In view of this, it is necessary to create ways of dealing with this criminal phenomenon, which is constantly evolving, requiring the implementation of new procedures and institutes that are more effective in dealing with the challenges and complexities that these crimes present today, and which this dissertation sets out to analyze.
