Em 2019, o Estado-maior da Armada (EMA) em colaboração com o Comando Naval
(CN) e a Superintendência das Tecnologias de Informação (STI) iniciou o estudo
preliminar sobre o conceito de “Dispositivo Naval Dinâmico” a partir de um conjunto de
orientações base emanadas pelo Almirante Chefe do Estado-Maior da Armada (CEMA).
Este estudo preliminar culminou com a abertura de um projeto com o mesmo nome do
conceito onde foram identificados vários entregáveis, sendo um deles o desenvolvimento
de uma ferramenta para produzir de forma automática uma proposta de planeamento de
emprego de unidades navais (PEMNAV) que refletisse este novo conceito.
Esta ferramenta encontra-se em fase de validação no CN e EMA e pretende-se incluir
novas funcionalidades inerentes à elaboração de uma proposta de planeamento de
emprego das unidades navais relacionadas com o treino e a manutenção planeada a fim
de averiguar a exequibilidade da mesma. Em teoria, o planeamento do treino é
subsequente ao planeamento operacional das unidades navais, que por sua vez, contempla
um plano de manutenção a longo prazo. Contudo, a disponibilidade das equipas de
avaliação e treino poderão condicionar os níveis de prontidão exigidos para o
cumprimento das missões que constam do planeamento operacional.
O presente trabalho pretende averiguar o efeito da disponibilidade das equipas de
avaliação no planeamento de ações de treino que, por sua vez, condicionam a
exequibilidade de um PLANOPNAV. Para atingir esta finalidade, foi acrescentado à
ferramenta atual, uma heurística construtiva, que prevê as necessidades futuras de treino
com base em dados estatísticos, resultando da mesma um diagrama de Gantt com o
escalonamento do treino dos navios.
Posteriormente, foi feito o estudo através da comparação dos diferentes indicadores de
eficiência de oito cenários, de modo a tentar perceber se a inclusão do treino das unidades
navais tinha ou não algum efeito na eficácia de um planeamento operacional de unidades
navais.

This preliminary study culminated in the opening of a project with the same name as the concept where several deliverables were identified, one of them being the development of a tool to automatically produce a proposal for planning the employment of naval units (PEMNAV) that reflected this new concept. This tool is currently being validated at the CN and EMA and is intended to include new functionalities inherent to the elaboration of a proposal for planning the employment of naval units related to training and planned maintenance in order to ascertain its feasibility. In theory, planning training activities is subsequent to the operational planning of naval units, which in turn includes a long-term maintenance plan. However, the availability of the assessment and training teams may affect the readiness levels required to fulfil the missions included in the operational planning. The present work intends to investigate the effect of the availability of the evaluation teams in the planning of training actions that affect the feasibility of an PLANOPNAV. That said, a constructive heuristic was added to the current tool, which predicts when the units must train based on statistical data, resulting in a Gantt diagram with the scaling of ship training. Subsequently, the study was carried out by comparing the different efficiency indicators of eight scenarios, in order to try to understand whether the inclusion of the training of naval units had any effect on the construction of an operational planning of naval units
