A escassez de recursos na Administração Pública, e consequentemente no Ministério da Defesa Nacional, é cada vez mais sentida, sendo a racionalização e eficiência um fator crítico de sucesso.
Nos hospitais, como organizações diferenciadas que movimentam uma grande diversidade de recursos, torna-se imprescindível, a utilização de sofisticados métodos de gestão, de forma a permitir a melhor racionalização possível. Os Hospitais Militares não são exceção, pelo que devem ser administrados de forma a gerar os serviços de saúde com a excelência indispensável, com o mínimo de custos e desperdício possível, mas com a máxima qualidade e excelência, ou seja, sob os princípios da economia, eficiência e eficácia.
Quando analisamos as competências do Adjunto/Subdiretor para Administração, verificamos que ao nível financeiro, este não tem competências atribuídas. Quanto à formação exigida para o desempenho de funções, apenas é obrigado a deter o Curso em Administração Militar.
Este estudo procura verificar se as competências do Adjunto/Subdiretor para Administração estão adequadas às necessidades dos Hospitais Militares do Exército. Tendo por base esse objetivo foi feita uma análise, de quais as competências detidas pelos seus congéneres civis a desempenhar funções no Sistema Nacional de Saúde, que tem competência financeira e formação de base na área de administração hospitalar, e qual o impacto destas funções nos Hospitais Militares.
A formação em administração hospitalar garante os conhecimentos na área da saúde que possibilita tomar decisões mais acertadas, assim como a implementação de técnicas de gestão mais eficientes. Quanto à competência financeira, permite tomar decisões mais rápidas e oportunas, ficando com a responsabilidade de gerir quem tem os conhecimentos técnicos na área da gestão.
Abstract The scarcity of resources in the Public Administration and therefore the Ministry of National Defence is increasingly felt, and the rationalization and efficiency became a critical success factor. In hospitals, as differents organizations that handle a lot of resources, became essential the use of sophisticated management methods in order to make the best possible rationalization. Military Hospitals are no exception and should be managed so as to create health services needed to excellence you need, with minimal costs and waste as possible, but with the highest quality and excellence, under the principles of economy, efficiency and effectiveness. When analyzing the powers of the Deputy / Assistant Director for Administration, found that financial level, this has conferred powers. As the training required to perform functions, is only required to hold a course in Military Administrat ion. This study aims to verify whether the powers of Deputy / Assistant Director for Administration are appropriate to the needs of the Army Military Hospitals. With this purpose it was made an analysis of what skills held by their civilian counterparts to serve on the National Health System, which has financial expertise and basic training in the field of hospital administration. Training in hospital administration provides knowledge in the field of health that enables make better decisions, as well as the implementation of more efficient management techniques. As for the financial expertise, allows faster decision-making and timely, taking the responsibility to manage who has expertise in management.
