Os incêndios rurais assumem hoje uma grande importância na agenda da Segurança
Interna de Portugal.
Os sistemas de informação, entendidos como um conjunto organizado de
procedimentos, que, quando executados, produzem informação para apoio à tomada de
decisão e ao controlo, são hoje, mais do que nunca, fundamentais para atingir os objetivos
das organizações.
Neste sentido, constitui-se como objetivo deste trabalho, analisar a eficácia os
sistemas de informação da Guarda Nacional Republicana no apoio ao comando, controlo e
coordenação das atividades de prevenção, pré-supressão e supressão dos incêndios rurais,
propondo melhorias.
A metodologia utilizada assenta no raciocínio dedutivo, através de uma estratégia
qualitativa, utilizando o modelo comparativo, sendo a recolha de dados baseada na análise
documental, na pesquisa bibliográfica e no recurso a entrevistas.
Conclui-se que, os atuais sistemas de informação da Guarda Nacional Republicana,
tendo por base uma visão holística das necessidades operacionais, fornecem uma resposta
eficaz, na defesa da floresta contra incêndios rurais. É necessário dar continuidade do
desenvolvimento da interoperabilidade, dos sistemas de informação, entre os diversos
agentes de proteção civil, de forma a melhorar as condições no processo de tomada de
decisão e assim, continuar a desempenhar um serviço eficaz e de qualidade crescente a
Portugal.
Abstract: Today, rural fires are of great importance on the Internal Security agenda in
Portugal.
Information systems, understood as an organized set of procedures, which, when
executed, produce information to support decision making and control, are today, more
than ever, fundamental to achieving the objectives of organizations.
In this sense, the objective of this work is to analyze the effectiveness of the
information systems of the National Republican Guard in supporting the command,
control, and coordination of the activities of prevention, pre-suppression, and suppression
of rural fires, proposing improvements.
The methodology used is based on deductive reasoning, through a qualitative
strategy, using the comparative model, with data collection based on documental analysis,
bibliographic research, and the use of interviews.
It is concluded that the current information systems of the National Republican
Guard, based on a holistic view of operational needs, provide an effective response, in the
defense of the forest against rural fires. It is necessary to continue the development of
interoperability, of information systems, between the various agents of civil protection, to
improve the conditions in the decision-making process and thus, continue to provide an
effective and increasing quality service to Portugal.
