Abstract(s)
O trabalho de investigação versa sobre a conceção de forças mecanizadas de escalão «Companhia», para emprego em cenários de Dissuasão e Defesa.
Pretende analisar a adequabilidade do conceito de emprego das Unidades de Escalão Companhia (UEC), na enhanced Vigilance Activity (eVA) da Organização do Tratado do Atlântico Norte (OTAN) na Roménia. Para atingir este objetivo, examinámos o ambiente operacional do emprego destas UEC na eVA, estudámos as suas tarefas, analisámos a adequabilidade da sua organização, e o processo de aprontamento para a missão.
O objeto de estudo é a Companhia de Atiradores Mecanizada de Rodas que Portugal projeta para a Roménia (CAtMec/ROU). Circunscrevemos o estudo ao período que medeia entre 2022 e 2024 (1.ª a 5.ª Forças Nacionais Destacadas); e centramos o trabalho em questões relacionadas com a conceção, aprontamento e emprego da força.
Para atingir os objetivos, consoante o objeto de estudo, adotamos um raciocínio indutivo e uma estratégia qualitativa, adequada à informação que podemos recolher. O desenho de investigação adotado é o Caso de Estudo, porquanto o centro de gravidade da investigação reside na CAtMec/ROU. O horizonte temporal da investigação é transversal, pois estudamos certas áreas num dado período de tempo. A recolha de dados assegura a solidez das conclusões pela triangulação de técnicas, designadamente: inicialmente, entrevistas exploratórias e pesquisa bibliográfica; seguidamente, análise documental e observação direta de um aprontamento; e, por fim, entrevistas a personalidades que integraram o processo de preparação e aplicação destas forças.
A investigação conclui que a CAtMec/ROU tem capacidade para realizar as tarefas que lhe são cometidas, havendo margem de melhorias nas áreas que se enuncia: incorporar viaturas PANDUR II 8X8 com canhão 30mm; reforçar a força com meios de apoio de fogos, preferencialmente um módulo de morteiros; e criar um sistema de aprontamento de forças dedicado a missões de Dissuasão e Defesa.
The research work focuses on the design of mechanized forces at the "Company" echelon, for deployment in Deterrence and Defense scenarios. It aims to analyze the suitability of the employment concept of Company Echelon Units (CEU) in NATO's enhanced Vigilance Activity (eVA) in Romania. To achieve this objective, we examined the operational environment of these CEU in eVA, studied their tasks and analyzed the adequacy of their organization, and the preparation process for the mission. The object of study is the Wheeled Mechanized Infantry Company that Portugal deploys to Romania (MechInfComp/ROU). We confined the study to the period between 2022 and 2024 (1st to 5th National Detached Forces) and focused the work on issues related to the design, preparation, and employment of the force. To achieve the objectives, depending on the object of study, we adopted an inductive reasoning and a qualitative strategy, suitable for the information we could gather. The research design adopted is the Case Study, as the center of gravity of the research resides in the MechInfComp/ROU. The research's time horizon is cross-sectional since we study certain areas over a given period. Data collection ensures the robustness of the conclusions through the triangulation of techniques, namely: initially, exploratory interviews and bibliographic research; subsequently, document analysis and direct observation of a preparation; and finally, interviews with personalities who were part of the preparation and application process of these forces. The research concludes that the MechInfComp/ROU is capable of performing the tasks assigned to it, with room for improvement in the following areas: incorporating PANDUR II 8X8 vehicles with 30mm cannon; reinforcing the force with fire support means, preferably a mortar module; and creating a dedicated force preparation system for Deterrence and Defense missions.
