| dc.description.abstract | A função militar de comando e controlo é fundamental para o planeamento, condução e sustentação das operações. Um dos importantes habilitadores daquela função é a capacidade de sistemas de informação e comunicação que, como qualquer outra, se pode edificar em torno de determinadas valências. Com base nesta aproximação, analisa-se a situação atual em termos de governação daqueles sistemas nas Forças Armadas. Através do estudo da documentação escrita sobre o tema, diplomas legais e entrevistas a oficiais do EMGFA e dos três ramos, foi analisado o relacionamento entre estes quatro atores e conclui-se que ele carece de alguma eficácia. Em linha com a orientação política determinada pelo Governo e com a necessidade de gerir melhor aqueles meios associados à componente operacional, propõe-se uma solução de governação com o objetivo de melhorar a eficiência na gestão dos mesmos sistemas, com o consequente benefício para o comando e controlo, exercido através do Comando Operacional Conjunto, e para a eficácia das operações. Reconhece-se que existem culturas e processos de trabalho enraizados de longa data; neste contexto, a vontade de mudança tem que ser estimulada e a vertente de liderança assume um papel importante, pelo que para atingir aquele modelo de governança, há um caminho a percorrer e um importante desafio que deve ser vencido. Abstract: The military function of command and control is fundamental to the planning, conduct and support of operations. One of the important enablers of that function is the communications and information systems capability which, like any other, can be built upon specific parameters. Considering this approach, the current status in the Armed Forces regarding the governance of such systems is analyzed. Through the study of written documentation on the subject, legal diplomas and interviews with officers from the Armed Forces Headquarters and the three branches, the relationship between these four stakeholders is analyzed and found out that it lacks a certain effectiveness. In line with the policy directions from the Government and with the need to better manage those resources associated with the operational component, a governance solution is proposed with the objective of increasing the efficiency in the administration of those very resources, with the consequent benefit to command and control, exercised through the Joint Operational Command, and the effectiveness of operations. It is recognized that there are cultures and work processes in place for a long time; in this context, the will to change must be encouraged and leadership plays an important role, so in order to achieve that model of governance, there is a path to be taken and an important challenge to overcome. | pt_PT |
