Abstract(s)
Em 2014, a União Europeia (UE) divulgou a sua Estratégia para a Segurança Marítima,
relançando, para a esfera securitária, a temática da segurança marítima.
Esta temática, embora atual e de extrema importância, não possui uma definição
consensual entre os atores que dela usufruem ou poderão usufruir. É sim consensual a vital
importância dos oceanos e mares, sendo através deles atingido o bem-estar social,
económico e ambiental. Assim, torna-se necessário envidar esforços e tomar as medidas
necessárias para garantir a proteção dos mares e oceanos bem como das populações que
vivem em torno deles.
A UE, centrando-se na garantia da segurança marítima, criou diversas políticas e
instrumentos, como a Diretiva estratégica marinha de 2008, a ESMUE, a EMSA, a
FRONTEX e as operações ATALANTA e Sophia, entre outros. Com implicações a nível
regional e internacional, fomentaram-se as relações entre os Estados-Membros da UE e
outros atores internacionais.
Portugal, integra-se nesta temática, através da sua Estratégia Nacional para o Mar
2013-2020, bem como através de outras iniciativas, que asseguram a segurança marítima no
espaço nacional e europeu, desenvolvidas pela Direção-Geral da Política e Defesa Nacional,
da Direção-Geral da Política do Mar e da Marinha Portuguesa. Abstract: In 2014 the European Union (EU) released its strategy for maritime security,
relaunching the issue of maritime security.
This theme, although present and of utmost importance is still something whose
definition of the concept is not consensual between the actors who use it or can use it. It is
consensual, that the oceans and seas are vitally important and that it will be through them
that social, economic and environmental well-being can be achieved. Thus, it is necessary
to make efforts and take the necessary measures to ensure the protection of the seas and
oceans as well as the populations that live around them.
The EU has created various policies and instruments, such as the marine strategic
policy of 2008, MSSEU, EMSA, FRONTEX and Operations ATALANTA and Sophia, among
others. With implications at regional and international level, relations between EU Member
States and other international actors were fostered.
Portugal is part of this theme, through its national strategy for the Sea 2013-2020, as
well as through the various collaborations and actions, which ensure maritime safety in the
national and European Space, the Directorate-General for National Policy and Defence,
Directorate-General for the Policy of the Sea and the Portuguese Navy.
