| dc.description.abstract | Atualmente, a nova dinâmica socioeconómica que se assiste ao nível nacional e internacional tem tido repercussões na forma de pensar e viver da segurança, uma vez que o seu conceito tende a alargar-se. Ao mesmo tempo, ocorre em diversos países novos fenómenos criminais com graves consequências para a segurança das pessoas e do próprio Estado, aqui enquadram-se as novas ameaças transnacionais que nos tempos que correm sobrepõem-se às ameaças tradicionais. Deixaram de existir fronteiras entre a segurança interna e segurança externa e acresceram os riscos e as ameaças bem como as vulnerabilidades face aos novos desafios securitários. Procurando responder a estes desafios o Estado socorre-se dos esforços de várias entidades, das quais destacamos as Forças Armadas. A grande questão prende-se com o facto dos militares não possuírem formação no âmbito da Segurança Interna, logo, a intervenção militar deverá basear-se no princípio da subsidiariedade. Neste contexto pretende-se perceber se é possível atualmente a intervenção das Forças Armadas na Segurança Interna são-tomense, fora da situação dos estados de exceção. Para o efeito, recorreu-se ao método qualitativo baseado na análise documental, e na realização de entrevistas (semiestruturadas) para a recolha de informações. Os resultados obtidos foram confrontados com as ideias obtidas através do enquadramento teórico. Conclui-se que a inexistência de legislação é o principal obstáculo ao emprego das Forças Armadas nas tarefas de Segurança Interna. | pt_PT |
| dc.description.abstract | Nowadays, the new socioeconomic dynamics that we watch on a national and international level have had repercussions in the way of thinking and living security, since its concept tends to expand. At the same time, new criminal activities with consequences to the safety of people and even the State occur in diverse countries, here fit the new transnational threats that presently overlap the traditional threats. The frontier between internal security and external security ceased to exist and the risks and threats increased as well as the vulnerabilities given the new security challenges. Trying to respond to these challenges the State resorts to various entity’s efforts, of which we highlight the Armed Forces. The great question is linked to the fact the military don’t possess Internal Security Training, so the military intervention should be based on the subsidiarity’s principle. We aimed to understand if the intervention of the Armed Forces on São Tome’s Internal Security is possible, outside of exceptional states. To that end, we resorted to the qualitative method based on documental analysis and on the conducting of interviews (semi structured) to gather information. The results were confronted with ideas obtained through theoretical framework. It is concluded that the lack of legislation is the main obstacle to employment of the Armed Forces on the Internal Security’s tasks. | pt_PT |
