Abstract(s)
O envelhecimento demográfico, tema de considerável relevância na sociedade atual, tem
protagonizado transformações importantes no âmbito político, econômico e social em distintas
regiões do mundo. Em decorrência desse fenômeno, uma nova concepção de velhice vem tomando
forma, integrada ao avanço do conceito de envelhecimento, saúde, interação social e qualidade de
vida. O papel social do idoso, agora não mais centrado em questões biológicas e individualizadas
do envelhecimento, mas na possibilidade produtiva e participativa dessa coletividade, o que vem
demandando estudos, estratégias e políticas públicas que ofereçam respostas aos desafios postos
por esta realidade, especialmente nova no Brasil. Na esteira dessas mudanças, observa-se a
presença ativa cada vez maior de trabalhadores(as) idosos(as) nas organizações públicas e privadas.
Inserida nesse contexto, a Universidade Federal Rural de Pernambuco (UFRPE), lócus desta
pesquisa, tem vivenciado os efeitos dessas transformações em seu ambiente de trabalho. Em função
disso, indagou-se neste estudo de que maneira a autarquia tem atuado para garantir saúde,
segurança e qualidade de vida aos servidores(as) idosos(as), a partir de sua Política de Gestão de
Pessoas, à luz do marco legal de proteção à pessoa idosa no Brasil. Nesse sentido, o recorte
metodológico da pesquisa consiste em analisar a implementação da Política de Atenção à Saúde e
Segurança do Servidor Público Federal - PASS, normativa regulatória que embasa a Gestão de
Pessoas na Administração Pública Federal. Trata-se de um Estudo de Caso, de abordagem
qualitativa, com objetivo descritivo. Para análise dessa problemática, utilizou-se a revisão
bibliográfica e análise documental de peças formais produzidas pela UFRPE no período de 2008 a
2021, em particular, documentos que fundamentam os programas, projetos e ações voltados para
melhoria da qualidade de vida dos(as) servidores(as) efetivos da organização. Os resultados
mostram que a UFRPE avançou consideravelmente nos termos da lei e dos conceitos teóricosmetodológicos em se tratando da Política de Gestão de Pessoas, contudo, conclui-se que, seguindo
o que acontece com a efetivação das Políticas de Proteção ao Idoso no Brasil, as práticas de
vigilância epidemiológica, prevenção e promoção à saúde e qualidade de vida dos/as servidores/as
ainda são extremamente frágeis, precarizadas e com desafios a serem superados pela instituição,
especialmente, dos servidores(as) idosos(as). Há uma distância considerável entre o que se encontra
nos termos da lei e o que se é efetivado.
Demographic aging, the subject of considerable relevance in today's society, has been leading to important transformations in the political, economic and social level in different regions of the world. As a result of this phenomenon, a new conception of old age has been integrated, integrated into the advancement of the concept of aging, health, social interaction and quality of life. The social role of the elderly, now, no longer centered on biological and individualized issues of aging, but in the productive and participatory possibility of this collectivity, which has been demanding studies, strategies and public policies that offer responses to challenges put by this reality, especially new in Brazil. In the wake of these changes, there is the increasing active presence of elderly workers in public and private organizations. Inserted in this context, the Federal Rural University of Pernambuco (UFRPE), locus of this research, has experienced the effects of these transformations on its work environment. As a result, this study has been asked how the municipality has acted to ensure health and quality of life for the elderly servers from their people management policy, and in the light of legal frameworks of protection to the elderly in Brazil. In this sense, the methodological cut of the research consists of analyzing the implementation of the health care and safety policy of the Federal Public Servant - PASS, regulatory normative that underlies people management in the federal public administration. It is a case study, a qualitative approach, with descriptive objective. For the analysis of this problem, the bibliographic review and document analysis of formal parts produced by UFRPE was used from 2008 to 2021, in particular, documents underlie the programs, projects and actions aimed at improving the quality of life of (AS ) Effective servers of the organization. The results show that UFRPE has advanced considerably in terms of law and theoretical-methodological concepts in the case of the people management policy, however, it is concluded that, following what happens with the effectiveness of the protection policies of the elderly in Brazil , the practices of epidemiological surveillance, prevention and promotion to the health and quality of life of servers are still extremely fragile, precarious and challenges to be overcome by the institution, especially from the elderly servers. There is a considerable distance between what is found under the law and what is effective.
