A sociedade Angolana tende a normalizar o crime de violência doméstica
interpretando-o como um mero problema do foro familiar. Para dar resposta a esta
problemática, a Polícia Nacional de Angola recorre à estratégia do policiamento de
proximidade de modo a atribuir a este flagelo social a devida importância. Neste âmbito, os
principais intervenientes são os agentes provenientes da sociedade Angolana. Assim sendo,
procuramos compreender o papel do agente envolvido no policiamento de proximidade na
prevenção do crime de violência doméstica. Para tal, centramo-nos no Comando Municipal
da Polícia de Viana, no período de 2016 a 2020. Para atingirmos o nosso objetivo,
recorremos ao método de estudo de caso único, recolhendo os contributos de 25 agentes do
Comando Municipal da Polícia de Viana através da técnica de entrevista semiestruturada e
analisámos por meio da técnica de análise de conteúdo. Genericamente, o papel dos
agentes aproxima-se da atuação de outras Polícias, pois é feita de modo preventivo,
priorizando a aproximação à população e às vítimas. Deste modo, aferiu-se que o
policiamento de proximidade permite tornar menos invisível a violência doméstica, mas os
agentes não demostram proatividade nas suas intervenções. Adicionalmente, constata-se
que a ausência de proatividade é resultante do processo de seleção, formação e da estrutura
orgânica que a Polícia Nacional de Angola apresenta.
Angolan society tends to normalize the crime of domestic violence by interpreting it as a mere family problem. To respond to this problem, the National Police of Angola uses the strategy of proximity policing in order to give this social scourge its due importance. In this context, the main actors are the agents of Angolan society. Therefore, we seek to understand the role of the agent involved in proximity policing in the prevention of the crime of domestic violence. To this end, we focus on the Viana Municipal Command, in the period from 2016 to 2020. To achieve our goal, we used the single case study method, collecting the contributions of 25 agents of the Viana Municipal Police Command through the semi-structured interview technique and analyzed them through the content analysis technique. Generally speaking, the agents' role is similar to that of other police forces, since it is done in a preventive way, prioritizing the approach to the population and the victims. In this way, it was verified that proximity policing allows domestic violence to become less invisible, but the agents do not demonstrate proactivity in their interventions. In addition, it is observed that the lack of proactivity is a result of the selection process, training and the organizational structure of the National Police of Angola.
