Abstract(s)
Este trabalho científico enquadra-se no domínio das Ciências Sociais, especialidade
de Relações Internacionais, subordinado ao tema "Política Europeia de Segurança e Defesa – A participação portuguesa"o objectivo que presidiu à sua realização foi a análise do contributo português no âmbito da Política Europeia de Segurança e Defesa (PESD) mais concretamente o contributo da Guarda Nacional Republicana (GNR) no que se refere a esta matéria. Em relação à metodologia científica, inicialmente, procedeu-se à recolha de bibliografia e à análise de documentos (da qual foi extraída alguma da bibliografia constante deste trabalho), obras de autores de referência nas matérias versadas, trabalhos científicos, legislação e sites de Internet.
No decorrer da investigação, foi possível constatar que a PESD tem evoluído ao longo
dos tempos de uma forma positiva. A União Europeia (UE) tem demonstrado capacidades
para fazer face às ameaças que tem surgido.
As autoridades portuguesas tem-se empenhado em manter uma participação contínua
nas operações levadas a cabo pela PESD.
A participação de uma força policial de natureza militar, como é o caso da GNR, nas
missões de operações de paz nomeadamente nas operações de gestão de crise tem sido
uma mais-valia para a resolução dos conflitos, pois é uma força que pela sua natureza interage de uma melhor forma com as Forças Armadas tornando mais simples o processo
de transição da fase de conflito para a fase policial.
Nas missões que a GNR tem participado, tem projectado o nome da instituição e o
nome de Portugal, assumindo-se cada vez mais nos assuntos do âmbito da Segurança e
Defesa europeus.
O trabalho que a seguir se apresenta foi realizado entre Maio e Agosto de 2010.
Abstract This scientific paper falls within the field of social sciences, specializing in International Relations. Entitled "The European Security and Defense - The Portuguese participation" has the propose to analyze the Portuguese contribution un der the Common European Security and Defence Policy (ESDP) and more specifically the contribution of the Republican National Guard (RNG) in regard to this matter. In relation to scientific methodology, firstly, gathering the bibliography and then analyzing documents (some of which extracted from the bibliography contained in this work), essays of authors related with the matters, scientific papers, legislation and Internet sites. During the investigation it was verified that the ESDP has evolved over time in a positive way. The European Union (EU) has demonstrated abilities to deal with the threats have arisen. The Portuguese authorities have striven to maintain a continuous involvement in the operations undertaken by the ESDP. The involvement of a police force with military nature, such as the GNR, in peacekeeping missions, in particular, management of crisis operations has been an asset for the resolution of conflicts. It is a force which, by its nature, interacts better with the military forces, making it easier the transition from conflict scene to a policing one. In missions that the GNR has participated, has projected the institution name and the name of Portugal, assuming increasingly on the affairs of the European Security and Defense. The essay presented below was conducted between May and August 2010.
