| dc.description.abstract | Desde muito cedo que o mar assumiu um papel preponderante no desenvolvimento da economia dos países, pois é no espaço marítimo que transita e se efetua uma grande parte do comércio mundial. Cabo Verde tem sob a sua jurisdição o equivalente a cerca de 95 por cento de território marítimo e, é principalmente através do mar que se efetuam grande parte das transações económicas do país. A adoção de medidas e princípios no domínio da segurança marítima, é imprescindível para mitigar os riscos e as ameaças que impedem sobre as infraestruturas portuárias em Cabo Verde. É importante destacar que, qualquer impacto negativo neste setor tem implicações diretas e significativas, particularmente, a nível económico e social do país. Como parte da estratégia para garantir a segurança das infraestruturas do país, o Governo de Cabo Verde tem dedicado ao desenvolvimento de políticas e ações voltadas à proteção dos portos e suas dependências, bem como à gestão dos oceanos em face das mudanças climáticas. Os portos são considerados unidades essenciais na rede mundial de transporte marítimo, uma vez que são um dos atores principais no interface terra-mar o que ocorre com Cabo Verde devido à sua situação arquipelágica. A Polícia Nacional de Cabo Verde, em articulação com outras instituições do país, tem a missão de garantir a segurança portuária e zelar pelo cumprimento das leis e das disposições emanadas nas Convenções Internacionais que Cabo Verde faz parte. Neste sentido, a Polícia Nacional de Cabo Verde dispõe, no domínio da segurança portuária, de um conjunto de competências que importa analisar, designadamente a garantia da segurança das pessoas e dos seus bens, o controlo fronteiriço e aduaneiro, bem como a segurança dos portos e dos navios em águas do território nacional. | pt_PT |
| dc.description.abstract | Since incredibly early that the sea has assumed a leading role in the development of the economy of countries, because it is in the maritime space that transits and is carried out a large part of world trade. Cabo Verde has under its jurisdiction the equivalent of about 95 percent of maritime territory, and it is mainly through the sea that most of the economic transactions of the country are carried out. The adoption of measures and principles in the field of maritime security is essential to mitigate the risks and threats that prevent on port infrastructure in Cabo Verde. It is important to highlight that any negative impact on this sector has direct and significant implications, particularly at the economic and social level of the country. As part of strategy to ensure the safety of the country's infrastructures, the Government of Cabo Verde has dedicated the development of policies and actions aimed at protecting ports and their dependencies, as well as ocean management in the face of climate change. Ports are considered essential units in the global network of maritime transport, since they are one of the main actors in the land-sea interface, which occurs with Cabo Verde due to its archipelagic situation. The National Police of Cabo Verde in conjunction with other institutions in the country, has the mission to ensure port security and ensure compliance with the laws and provisions contained in international conventions to which Cabo Verde is a party. In this sense, the National Police of Cabo Verde has a set of competencies in the field of port security that should be analyzed, including ensuring the safety of people and their property, border and customs control, as well as the safety of ports and ships in the waters of the national territory. | pt_PT |
