Abstract(s)
A atividade policial baseia-se na ciência e a Direção de Investigação de Ilícitos Penais (DIIP)
de Luanda não está isenta dessa realidade, obedecendo a critérios científicos sobre a
investigação criminal em crimes de cenário. A ciência forense dita preceitos sobre cuidados
a adotar na gestão do local do crime, sendo a higiene e segurança elemento indispensável
para o sucesso da investigação em crimes de cenário. Nesta investigação buscamos conhecer
as valências da DIIP e contribuir para o seu desenvolvimento no que respeita à gestão do
local do crime; perceber a relevância que tem a higiene e segurança no local e cenário do
crime para a preservação do meio de prova; identificar os critérios seguidos pela DIIP no
cerne das suas atuações em investigação no local e cenário do crime; e identificar as
consequências que resultam, ou podem resultar da ausência de higiene e segurança para a
preservação do meio de prova. Para o alcance dos objetivos optámos pelo método
qualitativo, descritivo e exploratório, entrevistando dez peritos de campo da DIIP. Foi
utilizada a análise de conteúdo para o tratamento dos dados recolhidos. Das entrevistas
verificámos que nos crimes de cenário, a DIIP procura satisfazer os critérios da ciência
forense sobre investigação em crimes de cenário, contudo, há bastante debilidade como:
insuficiência na formação do efetivo; falta de equipamento de proteção individual e escassez
de materiais de recolha e preservação de vestígios. Destarte, concluímos que os critérios
seguidos pela DIIP na investigação em crimes de cenário revelam-se insuficientes, pelo que,
para melhoria, deverá apostar na formação dos recursos humanos, bem como na criação de
condições de trabalho e na implementação de um manual de boas práticas.
Police activity is based on science and the Department of Investigation of Crime Offenses (DIIP) of Luanda is not exempt from this reality, obeying scientific criteria on crime investigation in crime scene. Forensic science provides essential orientations that shall be considered in the management of the crime scene; hygiene and safety are indispensable elements for the success of the crime scene investigation. In this research we study the DIIP powers contributing therefore for its development regarding the crime scene management; the relevance of hygiene and safety in the crime scene as far as the preservation of evidence is concerned. It is also a purpose of this research work to identify the criteria followed by the DIIP within the scope of its crime scene investigation as well as to identify the consequences that result or may result from the absence of hygiene and safety as far as the preservation of evidence is concerned. To achieve our objectives, we have opted for the qualitative, descriptive, and exploratory method, interviewing ten DIIP experts. The content of each interview was analyzed to treat the collected data. From the interviews, it was found that in the crime scene, the DIIP intends to meet the forensic science criteria on crime scene investigation, however, there are some lacunae such as: an insufficient training of the staff; lack of individual protection equipment and materials for the evidence collection and preservation. Considering all these facts, we conclude that the criteria followed by the DIIP in the crime scene investigation are insufficient. To revert and improve this situation, the DIIP should focus on the training of human resources, on the creation of better working conditions and on the implementation of a manual of good practices.
