Abstract(s)
Esta dissertação consiste num estudo sobre a prevenção do terrorismo na RAM,
analisando as estruturas já existentes e a capacidade de resposta a eventuais ataques,
bem como uma reflexão sobre as suas especificidades, nomeadamente, a caraterística
insular desta região, ser um destino de grande afluência turística e, apesar de separado
fisicamente, ser parte integrante do território nacional e europeu. Foram, também,
analisados fenómenos que se enquadrem nesta tipologia de ameaças, e que tenham, no
passado, ocorrido naquele arquipélago, nomeadamente o que diz respeito à FLAMA,
movimento independentista a quem foram atribuídos mais de cem ataques no pós 25 de
abril. O setor do turismo tem grande importância na economia regional e um atentado
teria graves repercussões, em consequência da visibilidade internacional que teria. A
insularidade poderá ser encarada como uma vantagem ou uma vulnerabilidade
securitária, mas, no cômputo geral, esta caraterística é entendida como uma vantagem,
pelo facto de constituir uma dificuldade para a preparação de um ataque e haver maior
facilidade no controlo de acessos, quer seja de terroristas ou de material. Apesar de no
PREPCRAM não estarem acauteladas situações relacionadas com o fenómeno
terrorista, a RAM demonstra grande capacidade de atuação em cenários de acidentes
graves ou catástrofes, pelo que, do ponto de vista do socorro às eventuais vítimas de um
ataque terrorista, demonstra estar bem preparada. Devido à insularidade e à distância ao
território continental é impreterível que exista uma adequada articulação e cooperação
entre os vários intervenientes. Apesar do nível de ameaça e a probabilidade de
ocorrência de um ataque serem baixos, as consequências e a visibilidade decorrentes da
sua perpetração, bem como as especificidades que a Região apresenta, justificam a
importância da existência de um Plano de Prevenção (e Resposta) do Terrorismo na
RAM, naturalmente adaptado e enquadrado pela ENCT.
This dissertation consists of a study on the prevention of terrorism in RAM analyzing the existing structures and the capacity to respond to possible attacks, as well as a reflection on their specificities such as the insularity of this region and it being a destination of great affluence. and despite the physical separation, it continues to be an integral part of the national and European territory. Phenomena that fit this type of threats have also been analyzed and that have occurred in that archipelago in the past, namely with regard to FLAMA, an independent movement to which more than one hundred attacks were attributed after April 25th. The tourism sector is of great importance to the regional economy and an attack would have serious repercussions as a result of the international visibility it would have. Insularity can be seen as an advantage or a security vulnerability but in general it is considered as an advantage since it results in a deterrent when it comes to preparing an attack and there is more ease in controlling access, whether it be terrorists or material. Despite the fact that PREPCRAM is not aware of situations related to the terrorist phenomenon, RAM demonstrates a great capacity to act in scenarios of serious accidents or catastrophe so when it comes to helping the eventual victims of a terrorist attack it shows that it is well prepared. Due to the insularity and the distance to the continental territory, it is imperative that there is an adequate articulation and cooperation between the various parties involved. Despite the low level of threat and the probability of an attack occurring, the consequences and visibility resulting from its perpetration as well as the specificities that the Region presents justify the importance of the existence of a Prevention (and Response) Plan for the Terrorism in RAM, naturally adapted and framed in the ENCT.
