Abstract(s)
A “Educação de Qualidade” está definida como o 4º Objetivo de Desenvolvimento Sustentável
(ODS), é um conceito amplo que pretende que todos tenham acesso a uma educação
inclusiva e de qualidade. Por outro lado, a qualidade da educação, relacionada com os
resultados das escolas e garantida através da implementação de Sistemas de Gestão da
Qualidade (SGQ), apesar da sua importância, ainda não é uma realidade universal.
Atualmente, a qualidade do ensino nos estabelecimentos de educação e ensino das redes
pública, privada e cooperativa, e solidária, e as escolas europeias, é acompanhada,
controlada, avaliada e auditada pela IGEC (Inspeção Geral da Educação e Ciência), tendo
como objetivo garantir a confiança social na Educação e informar os decisores políticos e a
opinião pública. Nas Escolas Profissionais, o acompanhamento é feito pela ANQEP (Agência
Nacional para a Qualificação e o Ensino Profissional) que é responsável pela coordenação de
políticas relacionadas com o ensino profissional, a formação de jovens e adultos, e a garantia
da qualidade na educação e formação profissional. Esta preocupação surgiu em
conformidade com o enquadramento legal, mais especificamente o cumprimento do DecretoLei n.º 92/2014, que obriga à implementação de sistemas de garantia da qualidade alinhados
com o quadro europeu EQAVET (European Quality Assurance Reference Framework for
Vocational Education and Training ou Quadro de Referência Europeu de Garantia da
Qualidade para o Ensino e a Formação Profissionais).
Este estudo tem como objetivo, analisar e compreender como a implementação dos SGQ,
contribuem para o desempenho das Escolas Profissionais, num estudo comparativo entre três
escolas profissionais. Foi utilizada uma metodologia de investigação mista, que combinou
abordagens qualitativas, que numa fase inicial incluíram uma investigação exploratória,
assente em revisão bibliográfica e análise documental, seguida de entrevistas
semiestruturadas aos diretores e responsáveis pela qualidade nas escolas, com o intuito de
obter informações detalhadas e pertinentes para o desenvolvimento do estudo. O estudo foi
complementado com uma abordagem quantitativa que teve como base os dados estatísticos
publicados nos relatórios das escolas e resultantes da monitorização dos indicadores,
permitindo uma análise mais objetiva. Os resultados deste estudo fornecem uma visão abrangente sobre os SGQ, e em particular a
certificação EQAVET e a ISO 9001:2015. Eles permitem concluir que estes sistemas são
cruciais para a melhoria organizacional e as práticas educativas, influenciando a eficácia, a
eficiência e a qualidade do ensino ministrado pelas escolas profissionais estudadas. As
escolas em estudo demonstram um comprometimento com a qualidade, melhorando não só a sua imagem, reconhecimento e desempenho, como contribuem para o desenvolvimento
socioeconómico da região, como para uma mão-de-obra capacitada a nível europeu.
“Quality education” is defined as the 4th Sustainable Development Goal (SDG), and is a broad concept that aims to ensure that everyone has access to inclusive, quality education. On the other hand, the quality of education, related to school results and guaranteed through the implementation of Quality Management Systems (QMS), despite its importance, is not yet a universal reality. Currently, the quality of teaching in public, private, co-operative and solidarity education establishments, as well as European schools, is monitored, controlled, evaluated and audited by the IGEC (Inspeção Geral da Educação e Ciência, General Inspectorate of Education and Science), with the aim of guaranteeing social trust in education and informing political decision-makers and public opinion. In Vocational Schools, monitoring is carried out by ANQEP (Agência Nacional para a Qualificação e o Ensino Profissional, National Agency for Qualification and Vocational Education), which is responsible for coordination of the vocational education policies, the training of young people and adults, and quality assurance in vocational education and training. This concern arose in accordance with the legal framework, more specifically compliance with Decree-Law 92/2014, which requires the implementation of quality assurance systems aligned with the European Quality Assurance Reference Framework for Vocational Education and Training (EQAVET). This study aims to analyse and understand how Quality Management Systems contribute to the performance of Vocational Schools, in a comparative study of three vocational schools. A mixed research methodology was used, combining qualitative approaches, which initially included exploratory research, based on a literature review and documentary analysis, followed by semi-structured interviews with the directors and those responsible for quality in the schools, with the aim of gathering detailed and relevant information for the study’s development. The study was complemented with a quantitative approach based on the statistical data published in the schools reports that derived from the indicators’ results, allowing for a more objective analysis. The results of this study provide a comprehensive overview of QMS, and in particular EQAVET and ISO 9001:2015 certification. They allow us to conclude that these systems are crucial for organizational improvement and educational practices, influencing the effectiveness, efficiency and quality of the education provided by the vocational schools studied. The schools under study demonstrate a commitment to quality, improving not only their image, recognition and performance, but also contributing to the socio-economic development of the region, as well as to a trained workforce at European level.
