| dc.description.abstract | A presente investigação refere-se ao trabalho final de curso, no âmbito do Curso de Estado-Maior Conjunto 2017/18, e tem por objetivo identificar os desafios e oportunidades gerados pelos recentes desenvolvimentos da PCSD para a componente militar da Política de Defesa Nacional a sul do Saara, através da parceria estratégica da UE-UA com orientação para o espaço de influência da CPLP. Através de uma estratégia de investigação qualitativa, a investigação foi efetuada com recurso ao direito originário e derivado da UE e dos relatórios, recomendações, adoções e decisões das Instituições fundamentais da UE, Comissão Europeia, Conselho e Parlamento. Recorreu-se também a estudos e artigos para compreender desafios e oportunidades das parcerias ao nível da UA e CPLP. Conclui-se que a adesão voluntária à CEP, mecanismo previsto no TL, entrou em vigor a 1 de dezembro de 2009, e nomeadamente no Protocolo 10 anexo ao tratado, Portugal enfrenta desafios e oportunidades de elevada complexidade no que à componente militar da Política de Defesa Nacional diz respeito. Se por um lado ainda se está numa fase inicial, por outro a concretizar-se o aprofundamento e acabamento da PCSD através da CEP, as FFAA deverão passar por alterações significativas em capacidades e operações. Abstract: The present investigation refers to the final course work within the 2017/18 Joint Staff Course, and aims to identify the challenges and opportunities generated by the recent developments of the CSDP for the military component of the National Defense Policy southern Sahara, through the EU-AU strategic partnership with orientation to the CPLP's area of influence. Through a qualitative research strategy, research was carried out using the EU's originating and derived law and the reports, recommendations, adoptions and decisions of the EU's fundamental institutions, the European Commission, the Council and Parliament. Studies and articles were also used to understand the challenges and opportunities of partnerships at the AU and CPLP level. It is concluded that voluntary accession to the CEP, a mechanism provided for in the TL, entered into force on December 1, 2009, and in particular in Protocol 10 annexed to the treaty, Portugal faces very complex challenges and opportunities in relation to the military component of the National Defense Policy concerns. On the one hand, if it is still at an early stage, on the other hand, if the PCSD is deepened and completed through the CEP, the armed forces must undergo significant changes in capabilities and operations. | pt_PT |
