Compete ao Estado, estudar e realizar as obras hidroagrícolas de interesse económico e social para as diferentes regiões do país, bem como fiscalizar o seu estado de conservação e, exploração das terras beneficiadas de forma que se tire delas a maior rentabilidade possível de uma forma sustentável.As obras realizadas, são entregues às Associações de Regantes e Beneficiários através de Contrato de Concessão.Tendo este Perímetro Hidroagrícola, mais de 70 anos, carece urgentemente de obras de reabilitação e modernização, o que irá acontecer a médio prazo com o projeto de Reabilitação e Modernização da DGADR aprovado no PDR 2020 no valor de 10 M€ na Ação 3.4.2 – Melhoria da Eficiência dos Regadios Existentes.Este trabalho, pretende identificar e dar a conhecer as infraestruturas que fazem parte do perímetro de rega, quer ao nível da rede de rega, quer ao nível da rede de drenagem, conhecer o seu grau de degradação, estudar o novo projeto de reabilitação e modernização de forma que se conheça melhor as alterações que vão ser realizadas, para que se possa desenvolver um correto plano de gestão e pôr em prática um conjunto de medidas que permitam uma utilização mais eficiente da água e do solo neste perímetro, bem como aumentar a cooperação entre os agricultores do perímetro e a ABCELA.
It is the state’s responsibility to study and carry out hydro-agricultural works that are of economic and social interest to the different regions of the country. The state should inspect their condition and ensure that the lands which have benefited from these, are being utilised in order to obtain the most favourable yields in a sustainable way. The work carried out is handed over to the Associations of Irrigators and Beneficiaries by way of a Concession Contract.Due to the fact that this Hydro-agricultural Perimeter is more than 70 years old, it urgently needs rehabilitation and modernisation work. This work will be carried out in the medium-term by the Rehabilitation and Modernisation project of the General Direction of Agricultural and Rural Development. (DGADR) which was approved by the Rural Development Program 2020 (PDR 2020), bearing a total cost of 10 million euros in Act 3.4.2 - Improvement in the Efficiency of the Existing Irrigation. This paper intends to identify and raise awareness of the infrastructures which make up the perimeter of irrigation, be it the irrigation network or the drainage network and to ascertain its level of degradation. It is also to study the new rehabilitation and modernization project, so as it better understand the changes that are going to be made so that a suitable management plan can be developed and to put into place a collection of measures which will allow a more efficient use of the water and soil in this perimeter. It also serves to increase the cooperation between the farmers in the perimeter and the Association of Beneficiaries of Cela (ABCELA).
