Este trabalho, no âmbito do financiamento do ensino superior, procura identificar
uma possível relação entre a estrutura financeira das instituições do ensino superior
politécnico da área de saúde e a procura existente por parte dos alunos que se
candidatam ao ensino superior.
Ao nível do enquadramento teórico, procura-se efectuar um estudo exploratório ao
sistema do ensino superior público em Portugal e à evolução do seu sistema de
financiamento, fazendo referência às consequências que essa evolução trouxe para as
instituições, salientando alguns investigadores relativamente às estratégias a adoptar por
parte das instituições de ensino superior.
No que diz respeito à parte prática, serão recolhidos dados relativos à estrutura de
financiamento das instituições anteriormente referidas, nas Contas de Gerência, no
período compreendido entre 2006 e 2008 e, analisada a informação relativa à procura
por parte dos alunos. A análise e verificação, com o objectivo de identificar se existe ou
não uma relação entre a procura e a estrutura de financiamento das escolas, foi
efectuada com as escolas de saúde do ensino superior politécnico e tendo em conta a
escolha dos alunos relativamente à sua candidatura na 1ª opção de entrada no ensino
superior.
O tratamento dos dados utilizados neste estudo é efectuado através de um
programa estatístico, denominado por Eviews, Versão 5 para Windows.
Este estudo conclui que não existe relação entre a estrutura financeira das
instituições de ensino superior da área da saúde e a procura por parte dos alunos. Ou
seja, a necessidade de aumentar as receitas próprias feito muitas vezes através do
acréscimo da propina, não teve nos anos em análise, impacto na procura. Todavia
salienta-se a necessidade da adopção de outras estratégias para responder à necessidade
de maior auto financiamento.
The aim of this work is to find a possible relationship between the structure of financing the Higher Education in the Polytechnic Health Schools and the students demand for their courses. In terms of theoretical framework, this work seeks to carry out an exploratory study of Public Higher Education System in Portugal and the evolution of its financing system, making reference to the consequences that this development has brought to the institution, highlighting some researchers in relation to strategies to be adopted by institutions of higher education. Regarding the empirical part, data will be collected on the structure of financing institutions mentioned above and the Management Accounts for the period between 2006 and 2008 and analyzed information on the students demand for their courses. The analysis and verification, in order to identify whether there is a relationship between demand and funding structure of schools was undertaken on Health Polytechnic Schools, taking into account if the students' choice on their application was their 1st option Data used in this study is carried out using the statistical program EViews, Version for Windows 5. This study concludes that there is no relationship between the financial structure of higher education institutions and the students demand for their courses. This means that the effort made by higher education institutions on increasing their revenues, namely by increasing the fees, hadn’t, on the years in analysis, an impact on the demand. Nevertheless we stress the need to implement other strategies to increase the self financing of the higher education institutions.
