A importância dos estabelecimentos fabris do Exército Português para o Estado

| dc.description.abstract | O colapso da União das Repúblicas Socialistas Soviéticas, quebrou o paradigma da guerra convencional obrigando a uma adaptação relativamente a um conjunto de necessidades de resposta emergentes, por parte das Forças Armadas e, consequentemente, da Logística Militar. Criados para fazerem face a um tecido industrial deficitário, os Estabelecimentos Fabris do Exército desempenharam um papel de relevo no que concerne à produção, armazenagem e distribuição de alimentação, fardamento e equipamento, e medicação, bem como à manutenção de material de engenharia. Contudo, a diminuição do efectivo militar no pós-guerra do Ultramar e os condicionalismos impostos pela racionalidade económica exigida à Administração Pública, levaram a que o XVIII Governo Constitucional intencionasse extinguir a Manutenção Militar e as Oficinas Gerais de Fardamento e Equipamento. Assim, o presente Trabalho de Investigação Aplicada encontra-se subordinado ao tema: “A Importância dos Estabelecimentos Fabris do Exercito Português para o Estado”, visando uma clarificação quanto ao papel actual destes estabelecimentos face às necessidades de resposta do Exército, em particular, e do Estado, em geral. O trabalho encontra-se dividido em duas partes fundamentais: uma primeira, onde é realizado um enquadramento teórico , com base em análises documentais, que aborda a função dos Estabelecimentos Fabris do Exército na condução da missão do Exército , as actuais ameaças com que o Estado Português se depara, e o recurso ao outsourcing; e uma segunda, relativa ao trabalho de campo desenvolvido, através de obse rvação directa (não participante) e de entrevistas, e onde constam as respectivas análises e discussão de resultados, conclusões finais, recomendações e investigações futuras. A investigação realizada permitiu evidenciar a necessidade urgente de uma reestruturação dos Estabelecimentos Fabris do Exército, decorrente de uma clarificação quanto ao seu estatuto jurídico e da sua missão estabelecida por lei, que deverá ser actualizada. | por |
| dc.description.abstract | Abstract The collapse of the Union of Soviet Socialist Republics broke the paradigm of conventional warfare which forced an adjustment for a set of response needs from the Army Forces and, consequently, of Military Logistics. Design to face an industrial deficit, the military industry of Portuguese Army played an important role regarding the production, storage and distribution of food, medication, uniforms and equipment, as well as maintenance of engineering material. However, the decrease of the military effective in the overseas post-war and the constrains imposed by economic rationality to Public Administration, led the XVIII Constitutional Government to intend extinguish the Military Maintenance and General Workshop of Uniforms and Equipment. So, this applied research has the theme: “The Importance of the Portuguese Army‟s Industrial Establishments to the State” in order to clarify the role of this kind of establishments in the satisfaction of needs from the Army, in particularly, and from the State, in general. The work is structured into two main parts: the first one, which is hosting a theoretical framework, based on desk studies, addressing the role of the Army‟s Industrial Establishments in the conduct of the A rmy‟s mission, current threats to the Portuguese State, and the use of outsourcing; and a second one, which contain the fieldwork carried out through direct observation (not participating) and interviews, as well as their analysis and discussion of results, final conclusions, recommendations and future investigations. The research has highlighted the urgent need for a restructure of the Army‟s Industrial Establishments, passing through a clarification of their legal status, as well as the upgrade of their mission defined by law. | por |
