Atualmente, face à globalização e ao avanço das ciências e da tecnologia, há cada
vez mais a necessidade da polícia se adaptar ao tecido social, uma vez que qualquer que
seja o crescimento social, económico e político, terá reflexo ao nível da segurança. Para
tal, é fundamental que a Polícia Nacional de Cabo Verde não descure a capacidade e
disponibilidade dos seus recursos, quer materiais quer humanos, podendo fazer face às
exigências e aos desafios que a sociedade impõe. Deste modo, consideramos importante
a formação superior dos seus dirigentes, na medida em que têm a obrigação de conduzir
o destino da organização no que concerne à promoção da ordem e tranquilidade pública.
De modo a mitigar estas questões, a Polícia Nacional tem vindo a apostar na formação
superior dos seus decisores. Desta forma, a presente investigação tem como finalidade
analisar, compreender e descrever de que forma se processa a formação superior dos
oficiais da Polícia Nacional de Cabo Verde nos diferentes países, nomeadamente,
Portugal, Angola e Moçambique, por via da cooperação técnico-policial. Contudo,
pretende-se ainda entender quais os requisitos observados na colocação dos oficiais
recém-formados. A metodologia desta investigação inclui, além da análise e revisão
bibliográfica e documental, o recurso a técnicas de entrevistas semiestruturadas a uma
entidade externa e aos profissionais da Polícia Nacional de Cabo Verde. Assim, os desafios
que a sociedade impõe, bem como as tendências internacionais, demonstram que a Polícia
Nacional de Cabo Verde deve investir mais e melhor na formação superior dos seus
decisores.
Currently, in the face of globalization and the advancement of science and technology, it is increasingly necessary to adapt the police to the social fabric, since everything that social, economic and political growth will have in terms of security. For this purpose, it is essential that the National Police of Cape Verde to not neglect the capacity and availability of its resources. whether material or human, and can face the demands and challenges that society imposes. In this way, we consider the higher education of its managers to be extremely important, as we are talking about those who have an obligation to guide the organization's destiny in order to promote public order and tranquility. The National Police, to mitigate these issues, has invested in some way in the higher education of its decision makers. In this way, the present investigation intends to analyze, understand and describe how the higher education of the National Police of Cape Verde (NPCV), officers takes place in different foreign countries, namely Portugal, Angola and Mozambique, through technical-police cooperation. However, this investigation still intends to understand the requirements observed in the placement of newly graduated officers. The methodology of this investigation includes; in addition to the analysis and bibliographic and documentary review, the use of semi-structured interview techniques to professionals of the National Police of Cape Verde. The choice of personalities to sculpt is due to the fact that some have completed their higher education in the academics under analysis and also because they are in a position that allows them to make a valuable and precious contribution to our study. Therefore, given the challenges that society imposes, as well as international trends, they demonstrate that the National Police must invest more and better in the higher education of its decision makers.
