A partilha de atividades comuns entre organismos advém da publicação da Lei respeitante à organização da administração direta do Estado, contudo, foi com o Programa de Reestruturação da Administração Central do Estado que surgiu a Entidade de Serviços Partilhados da Administração Pública.
Esta investigação tem como objeto de estudo determinar as estratégias para a implementação dos serviços partilhados até 2023 nas Forças e Serviços de Segurança.
Assim, pretendeu-se, através de uma sinopse legislativa e do ciclo de políticas públicas no âmbito do serviço partilhados nas forças de segurança, realizar uma análise SWOT identificando as opções estratégicas que se colocam à GNR.
A metodologia adotada, assentou num raciocínio indutivo, recorrendo a instrumentos de recolha de dados por via de análise documental, de legislação e relatórios, complementados com entrevistas a entidades relevantes no processo.
A investigação identificou um conjunto de opções que corporizam a estratégia a adotar na implementação da partilha de recursos na área administrativo-logística da GNR e que garantem a preservação das características distintivas, caracterizadoras de uma gendarmerie, designadamente o comando único e completo, e inerente capacidade de autossustentação, cuja manutenção reveste assinalável importância nos momentos de normalidade e nos momentos de instabilidade associados aos estados de exceção ou emergência.
The sharing of common activities between organisms comes from the publication of the Law regarding the organization of the direct administration of the State, however, it was with the Restructuring Programme for the State's Central Administration that the Public Administration Shared Services Entity emerged. This research aims to determine the strategies for the implementation of shared services until 2023 in the Security Forces and Services. Thus, it was intended, through a legislative synopsis and the cycle of public policies in the context of shared services in the security forces, to conduct a SWOT analysis identifying the strategic options facing the GNR. The methodology adopted was based on an inductive reasoning, using data collection tools through document analysis, legislation and reports, complemented by interviews with relevant entities in the process. The research identified a set of options that embody the strategy to be adopted in the implementation of resource sharing in the administrative-logistical area of the GNR and that ensure the preservation of the distinctive features that characterise a gendarmerie, namely the single and complete command, and the inherent capacity of self-sustainability, whose maintenance is of particular importance in times of normality and in times of instability associated with states of exception or emergency.
