| dc.description.abstract | O presente Trabalho de Investigação Individual (TII) aborda o desenvolvimento da capacidade de um Joint Logístic Support Group Headquarters (JLSG HQ) em Portugal, em conformidade com os objetivos estabelecidos entre Portugal e a North Atlantic Treaty Organization (NATO). Discute-se a importância deste desenvolvimento não apenas para cumprir compromissos internacionais, mas também para colmatar lacunas a nível nacional no sistema de sustentação logística conjunta da Força de Reação Imediata (FRI). No contexto atual, as Forças Armadas (FFAA) portuguesas encontram-se em fase de discussão e implementação do Agrupamento Logístico Conjunto (ALC), aguardando a aprovação dos quadros orgânicos de pessoal e o alinhamento da proposta da Diretiva Operacional (DIROP) do ALC com os ramos. O estudo procurou identificar modelos alternativos de sustentação logística conjunta, utilizando uma estratégia qualitativa, raciocínio dedutivo e comparativa entre os modelos de Portugal, Espanha, grupo de países V4 Visegrád e Canadá. Através de revisão bibliográfica e entrevistas semiestruturadas com especialistas, foram identificados os fatores mais valorizados e as fragilidades do modelo proposto. Conclui-se que o modelo proposto do ALC, com uma abordagem centralizadora e integradora, é o mais equilibrado, propondo melhorias e ajustes necessários para otimizar o modelo de sustentação logística de forças conjuntas. | pt_PT |
| dc.description.abstract | This individual research paper addresses the development of a JLSG HQ capability in Portugal, in accordance with the objectives established between Portugal and NATO. The importance of this development is discussed not only in terms of fulfilling international commitments but also in bridging gaps at the national level within the joint logistics support system of the FRI. In the current context, the Portuguese Armed Forces are in the phase of discussing and implementing the ALC, awaiting the approval of the organic personnel structures and the alignment of the DIROP proposal of the ALC with the branches. The study aimed to identify alternative models of joint logistics support, using a qualitative methodology that is primarily deductive and comparative among the models from Portugal, Spain, the Visegrád V4, and Canada. Through literature review and semi-structured interviews with experts, the most valued factors and the weaknesses of the proposed model were identified. The article concludes that the proposed ALC model, with a centralizing and integrative approach, is the most balanced, suggesting improvements and adjustments necessary to optimize the model of joint forces logistics support. | pt_PT |
