Abstract(s)
A elevada pressão provocada pelo crescimento populacional e os elevados níveis de
consumo resultam na necessidade crescente de explorar os recursos marinhos. O SEAMAP
2030 é um programa desenvolvido nas Forças Armadas (FFAA), que pretende realizar o
mapeamento do mar português até 2030, abrangendo as áreas da conservação e do
conhecimento, apoiando a investigação e promovendo o desenvolvimento. A sua finalidade
é estritamente científica, no entanto, sendo o mar um dos interesses estratégicos mais
valiosos e o mapeamento um pilar fundamental para seu o conhecimento, considera-se
apropriado estudar este programa no contexto das FFAA.
Neste seguimento, o presente trabalho de investigação tem como objeto de estudo o
programa SEAMAP 2030 desafios e oportunidades no contexto das FFAA, enquadra-se
numa estratégia qualitativa, tendo-se analisado os dados indutivamente. No desenho de
pesquisa, foi utilizado o estudo de caso, com recurso a análise documental e entrevistas
semiestruturadas a especialistas na área e cargos relevantes.
Os resultados desta investigação, permitiram a identificação de sinergias existentes
entre o programa SEAMAP 2030 e as FFAA, e posteriormente uma análise às oportunidades
e ameaças do ambiente externo, das potencialidades e vulnerabilidades do ambiente interno,
que possibilitou enumerar alguns desafios e oportunidades que o programa representa para
as FFAA.
Abstract: The high pressure caused by population growth and high levels of consumption result in the growing need to exploit marine resources. SEAMAP 2030 is a program developed in the Portuguese Armed Forces (FFAA), which aims to map the portuguese sea by 2030, supporting the areas of conservation and knowledge, contribute to research and promoting development. Its purpose is strictly scientific, however, being the sea one of the most valuable strategic interests and mapping a fundamental process for its knowledge, it is considered appropriate to study this program regarding the FFAA. This research considered as an object of study the challenges and opportunities of SEAMAP 2030 program in the FFAA context, it’s a part of a qualitative strategy, and the data was analyzed inductively. The research design used a case study, using document analysis and semi-structured interviews with experts and relevant positions. The results of this research allowed the identification of existing synergies between the SEAMAP 2030 program and the FFAA, and subsequently an analysis based on opportunities and threats of the external environment, and the potentials and vulnerabilities of the internal environment, which made it possible to name some challenges and opportunities that the program represents for the FFAA.
