Abstract(s)
Considerámos a organização da Polícia de Segurança Pública, a sua missão e 
dispersão territorial, tendo a seu cargo as áreas urbanas mais densamente povoadas e por 
inerência um importante papel na segurança interna do país e julgámos relevante promover 
uma permanente análise situacional, que pudesse nortear um desejável esforço prospetivo 
no sentido de identificar ameaças, mas também oportunidades para melhorar o desempenho 
organizacional e o serviço público. 
A implementação das regiões administrativas foi afastada por referendo em 1998, 
mas a existência das CCDR e das CIM afetou a tradicional organização administrativa por 
Distritos, tendo-se assistido a uma progressiva afirmação do poder regional e local, com a 
transferência de importantes competências e recursos.
A PSP detém um nível nacional para articulação privilegiada com o poder central, 
mas está localmente organizada por Distritos, o que não coincide com os mais recentes 
níveis de organização municipal, intermunicipal ou supramunicipal, pelo que aplicámos um
instrumento de recolha de opinião junto de pessoas que desempenham funções relevantes 
neste contexto e tentámos estimular a análise, discussão e formulação de propostas quanto 
a possíveis novos caminhos a seguir.
We considered the organization of the Public Security Police, its mission and territorial presence, having in charge the most densely populated urban areas and inherently an important role in the country's internal security, and found relevant to promote a permanent situational awareness, that may drive the desirable prospective effort to identify threats, but also opportunities to improve organizational performance and public service. The implementation of administrative regions was dismissed by referendum in 1998, but the existence of CCDRs and CIMs affected the traditional administrative organization by Districts, as we witnessed a progressive affirmation of regional and local power, with the transference of important legal powers and resources. PSP has a national level for close articulation with central power, but it is locally organized by Districts, which does not coincide with any of the recent municipal, intermunicipal or supramunicipal organization levels, so an instrument was designed for collecting opinions from people who perform relevant functions in this context, and tried to stimulate the analysis, discussion and even formulation of proposals for possible new ways to follow.
