Abstract(s)
Este trabalho de investigação individual tem como objeto de estudo, o modelo de
distribuição de efetivo operacional pelos Postos Territoriais da Guarda Nacional
Republicana, procurando identificar critérios que garantam uma gestão eficiente desse
efetivo.
Foi analisada a teoria referente a modelos e dispositivos de polícia, integrando os
dados de um trabalho exploratório do Comando da Guarda, bem como as boas práticas
de outras Forças de Segurança, ambas referentes ao assunto em investigação.
Recorreu-se à análise documental, a entrevistas semiestruturadas e a um inquérito
por questionário, indagando sobre dimensões e indicadores que se pretendem relevantes
para a construção do modelo em apreço.
Como principais resultados, expõe-se um modelo de distribuição de efetivo,
composto por uma fórmula que congrega três dimensões, População, Atividade Policial
e Território, com 17 indicadores agregados, e que visa adequar a gestão do efetivo dos
Postos Territoriais às reais necessidades, do ponto de vista policial, que cada município
apresenta.
Conclui-se que a gestão do referido efetivo operacionaliza-se através de
perceções e sensibilidades não sistematizadas, sendo, por isso, necessário implementar
um modelo que se baseie em métodos justificáveis e decisões transparentes, na procura
de um serviço de excelência, em resposta às necessidades dos cidadãos.
This individual research work has as its object of study, the distribution model of operational manpower by the National Republican Guard Territorial Stations, seeking to identify criteria that ensure an efficient management of this manpower. The theory concerning police models and devices was analyzed, integrating data from an exploratory work of the Guard Command, as well as good practices from other Security Forces, both concerning the subject under investigation. Documentary analysis, semi-structured interviews, and a questionnaire survey were used to inquire about dimensions and indicators that are relevant to the construction of the model under study. As main results, a headcount distribution model is exposed, composed of a formula that congregates three dimensions, Population, Police Activity and Territory, with 17 aggregate indicators, and that aims to adapt the management of the headcount of the Territorial Posts to the real needs, from the police point of view, that each Municipality presents. It is concluded that the management of the referred staff is operationalized through non-systematized perceptions and sensitivities, being therefore necessary to implement a model that is based on justifiable methods and transparent decisions, in the search for a service of excellence, in response to the needs of the citizens.
