Abstract(s)
O presente trabalho pretende apresentar uma perspectiva geral dos serviços em
regime de escala nas Unidades da Força Aérea e verificar se o modelo em vigor se mantém
actual e adequado às novas realidades e às transformações que a Organização se prepara
para realizar.
Para este estudo, seleccionaram-se as Bases Aéreas n.º 5 e n.º 6, por serem aquelas
que possuem meios aéreos que estão, ou estiveram, empenhados em missões de âmbito
internacional e por apresentarem uma estrutura orgânica mais ampla e mais complexa.
Numa fase inicial é feito o enquadramento dessas Bases no contexto da missão
conferida às Forças Armadas pela Constituição da República e pela Lei de Defesa
Nacional e das Forças Armadas e é explicada a necessidade dos serviços em regime de
escala. Depois, descreve-se a organização desses serviços em cada uma dessas Bases.
Posteriormente, identificam-se as dimensões e os indicadores inerentes à actividade
dos serviços de escala, extraindo-se os aspectos mais negativos. Apresentam-se alguns
contributos para a implementação de um modelo capaz de uniformizar esses serviços
garantindo, simultaneamente, o aumento da sua eficácia e eficiência.
Face às actuais restrições orçamentais, procurou-se enquadrar esta matéria numa
perspectiva de rentabilização e optimização dos recursos humanos e materiais disponíveis
nas Bases Aéreas Operacionais, de modo a garantir a prontidão dos seus meios e assegurar
a defesa imediata e a segurança militar das suas instalações.
Finalmente, teceram-se algumas conclusões sobre esta matéria no sentido de realçar
essas ideias. Pretende-se sobretudo alertar as entidades competentes para esta problemática
e para a necessidade de implementação de novas medidas para toda a Força Aérea. Abstract: The present work intends to present a general perspective of duty rosters, in the
Units of the Air Force, and to verify if the model in use is still current and adequate to the
new realities and the transformations that the Portuguese Air Force is preparing to carry
through.
For this study, the Air Bases n.º 5 and n.º 6 were selected, for being those that
possess aerial means that are or were been committed to international missions and by
presenting a large and more complex organic structure.
At an initial phase, the framing of these Bases in the context of the mission
conferred to the Armed Forces from the Constitution of the Republic and the Law of
National Defence and of the Armed Forces is made, and the necessity of duty rosters is
explained. After that, the organization of these duty assignments is described in each one
of these Bases.
Subsequently, the dimensions and the inherent pointers to the performance of duty
rosters are identified and the most negative aspects are extracted. Some contribution for the
implementation of a model able to standardize these duty assignments is presented, which
simultaneously guarantees the increase of its effectiveness and efficiency.
Due to the present budgetary restrictions, this matter was looked in a maximum
perspective of human and material resources in Operational Air Bases, in order to
guarantee the readiness of its means and to assure the military security and the immediate
defence of its installations.
At last, some conclusions have been drawn in order to enhance these ideas. It is
mainly intended to alert superiors to this problem and to the necessity of implementing
new measures for all the Portuguese Air Force.
