Atualmente há cada vez mais a necessidade da aproximação entre polícias e cidadãos face às novas exigências securitárias da sociedade Cabo-verdiana. Para tal, é importante que a polícia consiga essa aproximação e responder às necessidades e desafios, de modo eficaz. O policiamento de proximidade ou comunitário divulga-se como uma das melhores estratégias de atuação junto das sociedades. Contudo, para a implementação desse modelo são necessárias algumas modificações no seio das organizações policiais. A Polícia de Cabo Verde tentou implementar esse modelo de policiamento em 2003, mas não foi possível a consolidação por causa da sua cultura organizacional que não estava preparada para absorver a dinâmica que este modelo estabelecia. Todavia, em 2017 foi criada uma Diretiva com o desígnio de ser implementado esse modelo. Nesta sequência está a decorrer um projeto piloto para a sua implementação.
Na presente investigação pretendemos apurar através de um estudo de caso, se existe atualmente uma cultura organizacional favorável à implementação do Modelo Integrado de Policiamento de Proximidade (MIPP) na cidade da Praia, onde está a decorrer o projeto piloto em duas esquadras do Comando Regional da Praia. A metodologia desta investigação incluiu, além da revisão do estado da arte, o recurso às técnicas de entrevista, análise estrutural e análise de conteúdo. As entrevistas realizadas a informantes chaves, atores internos e externos, possibilitaram um conhecimento mais aprofundado sobre a Polícia Nacional de Cabo Verde, em particular na cidade da Praia. Após a aplicação e análise dos dados obtidos através das entrevistas, foi possível verificar que existe uma cultura organizacional favorável à implementação do MIPP.
Nowadays, there is an increasing need to bring the police closer to citizens as a way to face the new security demands of the Cape Verdean society. To do this, it’s important for the police to establish this proximity approach and to respond effectively to the needs and challenges faced. Proximity or community policing is known as one of the best strategies to act in societies. However, in order to implement this model, some modifications are needed within the police organizations. The Cape Verde Police attempted to implement this model of policing in 2003, but consolidation was not possible because of its organizational culture that was not prepared to absorb the dynamics that this model established. However, in 2017 a Directive was created with the aim of implementing this model. With its implementation in view, a pilot project is currently an taking place. In the present investigation, applying the method of the case study, we intend to establish if there is currently an organizational culture favorable to the implementation of the Integrated Policing Model of Proximity (MIPP) in the city of Praia, where the pilot project is taking place in two police stations of the Regional Command of Praia. The methodology of this research included, besides the revision of literature, the use of interview techniques, structural analysis and content analysis. Interviews with key informants, internal and external actors, provided a more in-depth knowledge about the Cape Verde National Police, particularly in the city of Praia. After the application and analysis of the data obtained through the interviews, it was possible to verify that there is an organizational culture favorable to the implementation of MIPP.
