O aumento dos fluxos migratórios, na ótica do Estado Recetor, tem impacto ao nível da segurança interna, sendo-lhes associadas várias ameaças, cujos riscos importam mitigar, mas, garantindo sempre que este esforço não restringe, inadmissivelmente, os Direitos Fundamentais dos imigrantes. Após revisão de literatura científica, identificaram-se como ameaças: imigração ilegal; criminalidade organizada transnacional; terrorismo; extremismo; a guetização e ameaça à identidade nacional. Relativamente à mitigação, sendo várias destas ameaças de origem externa e/ou de carácter transnacional, foram consideradas estratégias que refletem a natureza de banda larga que adquiriu o conceito de segurança interna. A cooperação internacional, salientando-se os esforços da União Europeia, o papel da Unidade Nacional de Estrangeiros e Fronteiras, e a importância da implementação de novas tecnologias que permitam a deteção precoce de comportamentos suspeitos ou redes de radicalização, revelaram-se essenciais. Relevou-se, ainda, quanto à ação policial, a necessidade de construção de relações de confiança com comunidades de imigrantes. Como desafios, ressaltaram a harmonização europeia, o estreitar de relações de cooperação internacional, a necessidade de dotação de recursos humanos, de financiamento no que diz respeito a equipamentos, infraestruturas e, principalmente, formação especializada que, no caso da Polícia de Segurança Pública, construa também a consciência cultural dos Agentes.
The increase in migratory flows, from the perspective of the Receiving State, has an impact on internal security, being associated with several threats, the risks of which must be mitigated, while always ensuring that this effort does not, inadmissibly, restrict the Fundamental Rights of immigrants. After reviewing scientific literature, the following were identified as threats: illegal immigration; transnational organized crime; terrorism; extremism; ghettoization; and threat to national identity. Regarding mitigation, as several of these threats are of external origin and/or transnational nature, were considered strategies that reflect the broadband nature that the concept of internal security has acquired. International cooperation, highlighting the efforts of the European Union, the role of Portugal’s National Unity for Foreigners and Borders, and the importance of implementing new technologies that enable the early detection of suspicious behavior or radicalization networks, were proved to be essential. It was also highlighted, concerning police action, the need to build relationships of trust with immigrant communities. As challenges, stood out European harmonisation, strengthening international cooperation, the necessity of allocating human resources, funding for equipment and infrastructure, and, mainly, specialized training that, in the case of the Portugal’s Public Security Police, also builds the cultural awareness of the Agents.
