Abstract(s)
A cooperação naval é um dos vetores para o fortalecimento da Zona de Paz e
Cooperação do Atlântico Sul que possibilita aos Estados condições para garantirem sua
estabilidade e segurança, fatores determinantes para o desenvolvimento da região.
Nesse sentido, a cooperação técnica entre os Fuzileiros Navais do Brasil e de São
Tomé e Príncipe tem contribuído para o fortalecimento da Guarda Costeira daquele país,
aportando capacidades para o desenvolvimento do Estado santomense, o que reforça os laços
de confiança entre os integrantes da região.
Com o objetivo de analisar os contributos dessa cooperação para o fomento da
segurança e estabilidade no Atlântico Sul, este trabalho segue um raciocínio indutivo por
meio de um estudo de caso, assente em uma estratégia qualitativa, no sentido de identificar
os interesses estratégicos brasileiros na região e analisar, sob os pontos de vista brasileiro e
santomense, os resultados da cooperação entre os Fuzileiros Navais dos dois países.
Desta análise, concluiu-se que a cooperação permitiu a criação da Unidade de
Fuzileiros Navais de São Tomé e Príncipe a qual tem participado, ativamente, de ações que
contribuem para o desenvolvimento daquele Estado, o que tem papel potencializador da
segurança e estabilidade no Atlântico Sul.
Naval cooperation is a mean to strength South Atlantic Peace and Cooperation Zone, that allow States to guarantee their own stability, safety and security, determinant factors for development of the region. In that regard, brazilian marines technical cooperation has contributed to strength Sao Tome and Principe Coast Guard, providing capabilities for country´s development and reinforcing the bonds of trust between member States of the region. In order to analyze the contributions to promote security and stability in the South Atlantic provided by the cooperation, this case study relies on a qualitative research strategy supported by an inductive reasoning methodology, in the sense of identifying the Brazilian strategic interests in the region and analyzing, under Brazil and São Tome and Principe perspectives, the results of the cooperation between Marines of both countries. The analysis concludes that the result of the cooperation was the creation of Marines Unit in São Tomé and Príncipe Cost Guard, which has been actively participating in coutry´s development, potentializing security and stability in the South Atlantic.
