Abstract(s)
A Unidade Militar (UM) desenvolveu e implementou o Sistema Integrado de Gestão Ambiental
e de Gestão Florestal Sustentável (SIGAGFS) com o propósito de conciliar a atividade
operacional desenvolvida nestas instalações, a qual envolve exercícios militares com
armamento pesado, e a sustentabilidade ecológica.
O SIGAGFS mantém-se ativo desde 2010 e a sua gestão é da responsabilidade do Gabinete de
Qualidade e Ambiente (GQA), o qual coordena a implementação das medidas e boas práticas
que fazem parte deste sistema. O GQA é também responsável pela realização de ações de
formação e de sensibilização e de auditorias. O SIGAGFS resulta de um empenho contínuo e
meticuloso e tem como um dos seus principais pilares a sua contínua melhoria.
Este projeto visou a avaliação do SIGAGFS desde a sua implementação, em 2010 até 2015.
Assim, ao longo destes seis anos foram monitorizados os consumos mensais e anuais de água
potável, energia elétrica, gás propano e resmas de papel da UM, de forma a investigar se se
observaria uma redução do consumo destes recursos. Ainda, procurou-se averiguar se foi feito
um correto encaminhamento de resíduos urbanos recicláveis e de resíduos resultantes da prática
de tiro durante este período.
Em paralelo, foram realizadas entrevistas aos dois funcionários do GQA, de modo a apurarmos
a realidade atual do SIGAGFS, a importância deste sistema para a sociedade e para as Forças
Armadas, quais as principais dificuldades e limitações sentidas na implementação do SIGAGFS
e ainda sugestões para melhorar o atual sistema. Deste modo, com base nas entrevistas,
traçámos um panorama geral da perspetiva atual do SIGAGFS da UM. Por fim, tendo em conta
as opiniões fornecidas pelos entrevistados e considerando outras alternativas inovadoras que
poderiam facilmente ser adaptadas à realidade desta Unidade desenvolvemos um plano de
melhoria do SIGAGFS com o objetivo de aumentar a eficiência deste sistema e assim contribuir
para o sucesso da sustentabilidade ambiental da UM.
Assim, ao longo deste projeto procuraremos perceber se será possível conciliar a atividade
operacional de uma Unidade desta natureza, com armamento pesado, como a sustentabilidade
ecológica e contribuir ativamente para um desenvolvimento sustentável.
The Military Unit developed and implemented the Integrated Management System for Environment and Forest Sustainability (SIGAGFS) as a mean to conciliate the operational activity carried out in this facility, which implies the use of heavy armory, with ecological sustainability. The SIGAGFS has been in active since 2010 and the Office of Quality and Environment (GQA) is the entity responsible for its management, coordinating the implementation of good practices and measurements which are part of this program. This office is also in charge of scheduling sessions of sensitivity and educational training as well as conducting audits. The SIGAGFS is the result of a careful and continuous commitment and strives for its constant improvement. The goal of this project was the evaluation of the SIGAGFS since it was first implemented in 2010 until the year of 2015. Throughout this six years, the monthly and annual consumptions of water, electric energy, propane gas and paper were monitored, so as to investigate if the economy of this resources was possible. Also, during this period we examined if the military unit was doing a correct triage of urban recyclable residues and of residues consequence of armory exercises. Furthermore, we conducted interviews on the two member of the GQA, so as to determine the current reality of the SIGAGFS, the importance of this system to the society and military forces, and as a mean of understanding the primary difficulties and limitations felt when implementing this system, and finally to obtain opinions on how the current system could be improved. As such, based on the interviews, we obtained a general perspective of the Military Unit and the SIGAGFS. Finally, taking into account the opinions of those interviewed and considering innovative alternatives, that could easily be adapted to the everyday life of this military unit, we created an improvement plan for the sole purpose of increasing the efficiency of the SIGAGFS and therefore contribute to the success of the unit’s environmental sustainability. Therefore, throughout this project we will try to understand if it is possible to conciliate the type of activity practiced in this Military Unit, which implies the use of heavy armory, with ecological sustainability and actively contribute to a sustainable development.
