Atualmente a segurança tornou-se um tema de destaque no mundo, tornando-se cada vez
mais uma das grandes preocupações dos Estados. São hoje inúmeras as ameaças aos
Estados, surgindo a cada momento, novas e desafiantes, quer do ponto de vista interno
quer do ponto de vista externo. Estas ameaças obrigam os Estados a ter uma atenção
recorrente, por forma a implementarem políticas de segurança ajustadas à realidade que,
como sabemos, é mutável, complexa e desafiante, procurando políticas cada mais eficazes
e mais eficientes, por forma a responder às desafiantes ameaças. Na procura de respostas
para esta exigência, relativamente à segurança do Estado de São Tomé e Príncipe, a nossa
investigação parte da origem da Segurança Interna, procurando analisar o atual Sistema de
Segurança Interna Santomense e o modelo de polícia vigente, bem como as suas
vulnerabilidades e de que modo as mesmas poderão afetar a produtividade do atual sistema
de segurança. Deste modo, procurámos estudar os conceitos de segurança, de polícia e a
sua evolução, de segurança interna, de segurança pública e das Forças e Serviços de
Segurança (FSS). Existindo a necessidade, nos dias de hoje, de implementar novas
políticas públicas de segurança e, com elas, a necessidade de uma reforma estruturante do
atual Sistema de Segurança Interna (SSI), especialmente na estrutura das FSS, procura-se
encontrar um novo modelo de organização policial em São Tomé e Príncipe, estando
previsto um modelo unitário. Ou seja, pretende-se com esta reforma, criar uma verdadeira
Polícia Nacional, com o objetivo de melhorar a gestão de recursos existentes, permitindo
uma melhor resposta da polícia face às novas exigências dos diversos desafios criminais do
país.
Today, security has become a major issue in the world and is increasingly becoming one of the main concerns of states. There are countless threats to states today, with new and challenging ones emerging all the time, both internally and externally. These threats force states to pay recurrent attention to implementing security policies that are adjusted to the reality which, as we know, is changing, complex and challenging, seeking increasingly effective and more efficient policies in order to respond to the challenging threats. In the search for answers to this demand, in relation to the security of the State of São Tomé and Príncipe, our research starts from the origins of Internal Security, seeking to analyze the current Santomean Internal Security System and the police model in force, as well as its vulnerabilities and how they could affect the productivity of the current security system. In this way, we sought to study the concepts of security, police and their evolution, internal security, public security and the Security Forces and Services (FSS). Given the need today to implement new public security policies and, with them, the need for a structural reform of the current Internal Security System (SSI), especially in the structure of the FSS, the aim is to find a new model of police organization in São Tomé and Príncipe. In other words, the aim of this reform is to create a true National Police, with the aim of improving the management of existing resources, allowing the police to respond better to the new demands of the country's various criminal challenges.
