A segurança rodoviária é uma temática com crescente interesse para todos. A
mortalidade resultante de acidentes de viação passou a ser a oitava maior causa de morte a
nível mundial e contínua com tendência de crescimento.
O objetivo consiste em esclarecer o papel da Polícia Nacional de São Tomé e Príncipe
no combate à sinistralidade rodoviária, assim como mostrar a evolução e ações direcionadas à
redução deste mesmo problema no país e apresentar um modelo com eixos de intervenção
passíveis de serem considerados para a melhoria do sistema.
Ao longo dos últimos anos São Tomé e Príncipe tem vindo a alcançar bons resultados
ao nível da sinistralidade rodoviária. Todavia, ainda existe muito a fazer em várias áreas no
que respeita ao seu combate. No desenvolver do presente estudo foram formuladas hipóteses
relativas à questão central de investigação: “Como é que a Polícia Nacional observa a
Sinistralidade Rodoviária em São Tomé e Príncipe e que medidas de prevenção poderão ser
adotadas por esta para reduzir o número de acidentes no país?”
A metodologia utilizada para o trabalho consistiu na investigação documental de
textos, livros, artigos científicos e leis, e na análise de conteúdo e respetiva análise e
interpretação dos resultados estatísticos das entrevistas semi-estruturadas feitas aos elementos
policiais relacionados com a área do problema da sinistralidade rodoviária.
A inexistência de estudos relativos à sinistralidade em São Tomé e Príncipe é uma
lacuna, que se pretende colmatar com o desenvolvimento e apresentação de um modelo de
intervenção, o modelo Prevenção Policiamento Segurança Mobilidade, capaz de fazer face a
esta problemática.
Road safety is becoming a matter of ever-increasing interest for everybody. Road accidents have become the eighth greatest cause of death on a global scale, presenting a tendency for continued increase. The objective consists in clarifying the role of São Tomé e Príncipe’s National Police in the fight against road accidents, as well as presenting the evolution of directed actions towards this very problem’s reduction in the country. Throughout the past years, São Tomé e Príncipe has achieved positive results regarding its road safety. However, there is still much to accomplish in many of its underlying and related areas. In the present study, some hypotheses where placed regarding the central investigative question: “How does the National Police face road accidents in São Tomé e Príncipe and which preventative measures can it adopt in order to reduce the number of accidents on a national level?” The methodology for the current study consisted in documental investigation of texts, books, scientific articles and laws as well as content analysis with the interpretation of statistical results of semi-structured interviews obtained from police officers whose competence placed them in the middle of the road accident prevention field. Through this work, we have concluded of the inexistence of studies relative to road accidents in São Tomé e Príncipe; therefore, we reinforce the importance of this area by developing and presenting of an intervention model, the Prevention Policing Safety Mobility model, so that a national road safety program can be designed.
