Abstract(s)
As exigências advindas das missões confiadas às Forças Armadas nacionais e, por
conseguinte, ao ramo Força Aérea, motivou a crescente necessidade de obtenção de
Informações Militares acerca do ambiente operacional, fruto do cariz multidimensional,
assimétrico e imprevisível das ameaças presentes nos distintos Teatros de Operações.
A FA possui um “Sistema de Informações Militares”, assente numa estrutura com
órgãos cujas atividades se centram no Ciclo de Produção de Informações em apoio à
decisão. Assim, considera-se preponderante analisar esse sistema nos vetores Organização,
Atividades e Conhecimento (Produto de Informações), para verificar de que modo pode ser
melhorado/otimizado, no apoio ao planeamento e execução de operações militares.
Para se atingir este objetivo, efetuou-se uma investigação com base num raciocínio
indutivo, assente numa estratégia qualitativa consubstanciada num desenho de pesquisa de
estudo de caso, através de análise documental e de conteúdo, com recurso a entrevistas a
especialistas das Informações Militares.
A análise dos dados permitiu concluir a existência de uma estrutura, e não de um
“verdadeiro” Sistema de Informações Militares na Força Aérea, identificando algumas
lacunas, cuja mitigação através de um conjunto de recomendações, potenciam a sua
otimização com vista à produção de Informações mais adequadas às exigências das
missões de cariz militar.
The demands arising from the missions entrusted to the national Armed Forces and, consequently, to the Air Force branch, motivated the growing need to obtain Military Intelligence about the operational environment, as result of the multidimensional, asymmetric and unpredictable threats nature in the different Theaters of Operations. The Air Force has a “Military Intelligence System”, based on a structure with organs whose activities are centered on the Intelligence Production Cycle in support of decision making process. Thus, is considered preponderant to analyze this system, regarding Organization, Activities and Knowledge (Intelligence Product) vectors, to understand how it can be improved/optimized in support of military operations execution and planning. To achieve this goal, an investigation was carried out based on an inductive reasoning and on a qualitative strategy embodied in a case study research design, through document and content analysis, using interviews with Military Intelligence specialists. The analysis of the data allowed to conclude the existence of a structure, and not of a “true” Military Intelligence System in the Air Force, identifying some gaps, whose mitigation through a set of recommendations, potentiate its optimization in order to produce more adequate Intelligence, regarding current military mission requirements.
