Abstract(s)
Este trabalho intitulado “A logística no âmbito do processo de reestruturação das Forças Armadas de Cabo Verde” tem como objectivo verificar qual o ponto da situação actual da vertente logística no processo de reestruturação das Forças Armadas de Cabo Verde, analisando o modelo logístico utilizado e evidenciando o que poderá ser uma evolução do mesmo, no sentido de uma maior rentabilidade dos seus meios. Por conseguinte, o presente trabalho representa o culminar de um longo período de estudo neste Estabelecimento de Ensino Superior Militar, a Academia Militar. Assim, cabe a todos os Tirocinantes do mesmo, elaborar um Trabalho de Investigação Aplicada (TIA), respeitando os métodos e procedimentos que uma investigação científica em ciências sociais preconiza.
Deste modo, na elaboração deste trabalho tivemos em consideração a Metodologia de Investigação Científica proposta por Raymond Quivy e Luc Van Campenhoudt, seguindo as etapas do procedimento científico apresentada pelos mesmos autores e as Orientações para Redacção de Trabalhos da Academia Militar. A metodologia utilizada na parte teórica baseou-se na pesquisa bibliográfica, na análise documental e na observação directa. Por sua vez, na parte prática, além da análise documental foram também feitos inquéritos por entrevista.
Esta investigação divide-se em duas partes fundamentais. A primeira parte diz respeito à parte teórica, em que se trata da evolução da logística das Forças Armadas de Cabo Verde e os fluxos de gestão logística e tomada de decisão. A segunda parte, por sua vez, diz respeito à parte prática em que são apresentados as análises dos resultados, as conclusões, limitações e sugestões para futuras investigações.
Com esta investigação, concluímos que a implementação da nova estrutura das Forças Armadas de Cabo Verde já está feita a cem por cento. No entanto, carece de reajustes nas áreas de recursos humanos, materiais e, principalmente, financeiros.
Constatamos que a actual estrutura das FACV veio centralizar no Comando da Logística a responsabilidade em matéria de recursos materiais e financeiros, causando uma certa morosidade nos procedimentos. Deste modo, propõe-se um estudo no sentido de avaliar qual o modelo logístico eficaz para a actual estrutura das Forças Armadas de Cabo Verde.
Abstract This work entitled "Logistics in the process of restructuring the Armed Forces of Cape Verde" aims to evaluate the current situation of the logistics brench in the process of restructuring the Armed Forces of Cape Verde. We will analyze the logistic model used and show what could be an evolution of it, towards a greater return of its means. Therefore, this work represents the culmination of a long period of study in a Higher Military Educational Establishment, namely the Military Academy. Thus, it is the responsibility of all the “Tirocinantes” to prepare an applied research (TIA), respecting the methods and procedures that a social science research advocates. In preparing this work we consider the Methodology of Scientific Research suggested by Raymond and Luc Van Quivy Campenhoudt, following the steps of the scientific procedure presented by the same authors and the Guidelines for Drafting work of the Military Academy. The methodology used in the theory was based on bibliographic research, document analysis and direct observation. In turn, the practical part and documentary analysis were also made by interview surveys. This research is divided into two main parts; the first part concerns the theoretical part that deals with the evolution of the logistics of the Armed Forces of Cape Verde and the flow of logistics management and decision making; the second part, in turn, will focus on the practical part, in which the results of the analysis, conclusions, limitations and suggestions for future research are presented. This research concluded that the implementation of the new structure in the Cape Verdean Armed Forces is already one hundred percent made. However, it lacks adjustments in human, material and mainly financial areas. We note that the current structure of the command center of the FACV took upon itself the Logistics responsibility, in terms of material and financial resources, causing some delays in procedures. Thus a study is proposed to assess which logistic model is more effective for the current structure of the Armed Forces of Cape Verde.
