| dc.description.abstract | A eficácia do Exército é um objectivo permanente, porquanto só ela materializa o cabal cumprimento da missão. Atingir a eficácia organizacional compreende um longo caminho, que se inicia com a formação e a preparação das “pessoas” e se concretiza com a aplicação eficaz da Força. Trata-se de uma tarefa colectiva, com destaque para o líder estratégico, através da sua acção de liderança. A sua posição hierárquica não significa “distância” das Tropas, porquanto as suas decisões e o seu exemplo são sempre objecto de contínua e apurada atenção e observação. No presente Trabalho, com base nos conceitos de liderança estratégica e de eficácia organizacional e através da análise da acção de comando de alguns líderes estratégicos do Exército, verifica-se como influenciam a obtenção da eficácia organizacional e que características e capacidades específicas evidenciam. Por fim, numa óptica de presente e de futuro, enunciam-se os âmbitos em que as decisões do líder estratégico contribuem, ou podem contribuir, para a “construção” de um Exército eficaz e identificam-se também as capacidades acrescidas que se julga deverem ser detentores. Abstract: The Army effectiveness is a permanent objective, because only by itself we can materialize the complete fulfilment of the mission. To reach the organizational effectiveness is a long way, that begins with the personnel education and preparation and becomes real by the effective application of the Force. It is a collective job with prominence of the strategic leader, through his leadership. His position in the hierarchy does not mean “distance” from the Troops, because his decisions and example are always a “target” of a continuous attention and observation. In the present study, based on the concepts of strategic leadership and organizational effectiveness and through the analysis of some leadership Army Leaders, we verify how they influence the reaching of organizational effectiveness and what characteristics and specific capacities they show. At last, in a perspective of the present and future, we describe the areas in which the decisions of the strategic leader contribute, or may contribute, to the “building” of an effective Army, and we also identify the added capacities that we think the stategic leader must possess. | pt_PT |
