As infraestruturas afetas à Defesa Nacional e utilizadas pelas Forças Armadas são em
número significativo, antigas e abrangem uma grande variedade de tipologias. Em geral, o
seu estado de degradação é elevado e existem muitas situações de subutilização.
Face à necessidade de racionalizar e adequar as infraestruturas das Forças Armadas às
novas necessidades e desafios, a Lei de Infraestruturas Militares foi o instrumento criado em
2008 para assegurar a conservação, manutenção, e edificação de infraestruturas, existindo
grandes desafios à sua execução, com o histórico de arrecadação de receitas ficando
recorrentemente aquém dos valores previstos na Lei de Infraestruturas Militares.
A presente investigação teve como objetivo propor contributos para potenciar o papel
da Lei de Infraestruturas Militares no modelo de financiamento do património imobiliário
das Forças Armadas, seguiu um raciocínio indutivo, ancorado numa estratégia qualitativa e
num desenho tipo estudo de caso.
Foi realizada análise documental e efetuaram-se entrevistas semiestruturadas a sete
especialistas militares, distribuídos pelo Estado-Maior-General das Forças Armadas e os três
Ramos das Forças Armadas.
À luz das evidências encontradas, constatou-se que a Lei de Infraestruturas Militares
não é autossustentável, tendo sido propostos contributos potenciadores do seu papel no
modelo de financiamento do património imobiliário das Forças Armadas.
The infrastructures assigned to National Defense and used by the Armed Forces are significant in number, old and encompass a wide variety of types. In general, they are in an advanced state of degradation, and there are many cases of underutilization. Faced with the need to rationalize and adapt the Armed Forces equipment and infrastructures to new needs and challenges, the Military Infrastructure Law (MIL) was the instrument created in 2008 to ensure the conservation, maintenance and construction of infrastructures, but there are major challenges to its implementation with the revenue collection recurrently falling short of the amounts provided for in the MIL. The aim of this research was to propose ways of enhancing the role of the MIL in the financing model for the Armed Forces’ real estate assets. It followed inductive reasoning, anchored in a qualitative investigation and a case study research design. Documentary analysis was carried out and semi-structured interviews were conducted with seven military specialists, distributed among the General Staff of the Armed Forces and the three branches of the Armed Forces. Based on the evidence found, it was concluded that the MIL is not self-sustainable, and contributions were proposed to strengthen its role in the financing model of the Armed Forces’ real estate assets
