O posicionamento geográfico de Cabo Verde pode ser analisado em dois prismas: por um lado, pelo privilégio de se localizar para alguns aspetos numa zona de destaque, e, por outro pelo facto de ser um arquipélago, o que acarreta igualmente algumas preocupações, face às ameaças atuais. Pode ser visto como uma via de acesso de tráfego entre a África, a Europa e as Américas, uma passagem privilegiada para a criminalidade transnacional. Atualmente, não restam dúvidas de que um dos maiores desafios que imperam sobre os Estados soberanos é o de garantir a segurança no seu território, necessidade decorrente de uma crescente desenfreada de novos atores e de novas formas de perpetuar as novas ameaças, nomeadamente os fluxos transfronteiriços de organizações criminosas e terroristas, o tráfico de drogas e armas, tornando o sistema securitário internacional cada vez mais fragmentado e débil. Nesta senda, procura-se perceber os desafios à segurança em Cabo Verde, bem como que estratégia adotar para fazer face às ameaças híbridas que imperam sobre o território nacional de Cabo Verde.
The global position of Cape Verde may be analyzed in two different perspectives: on one end, it has the upside of being in a highlight zone; on the other end, the fact of being a cluster of islands brings a variety of concerns, in face of the current threats. It may be seen as a route of trafficking between Africa, Europe and the American Continent, a privileged way to the transnational crime. Nowadays there is no doubt that one of the greater challenges the sovereign states face is the need to assure their homeland safety. That need is due to the appearance of new actors and new forms of threats, namely: cross-border flows of criminal and terrorist organizations, drug trafficking, arms trafficking among others, making the international system increasingly fragmented and weak. In this path, we seek to understand the security challenges in Cape Verde, and what strategy to adopt to face the hybrid threats that prevail over the national territory of Cape Verde.
