Abstract(s)
A crescente dispersão de forças nos atuais Teatros de Operações, conferida pelas
possibilidades da organização modular, tem obrigado à revisão dos aspetos relativos à
segurança dos movimentos e do próprio apoio logístico. Por esse motivo, o objeto de estudo
desta investigação é o apoio logístico em Movimentos e Transporte (Função Logística), com
o objetivo de propor medidas que melhorem o apoio em transportes à Componente
Operacional do Exército Português. Recorrendo a uma estratégia de investigação qualitativa,
de orientação ontológica construtivista e epistemológica interpretativista, realizou-se um
estudo de caso transversal com dois exércitos aliados, com vista a analisar a adequabilidade
da atual estrutura operacional de apoio em transportes no Exército Português. O estudo foi
complementado com a realização de questionários e entrevistas semiestruturadas a
individualidades especialistas na área do apoio logístico. A investigação permitiu identificar
os fatores que afetam a satisfação das necessidades operacionais de transporte, mitigáveis
com medidas ao nível da doutrina, da organização, do treino e dos meios. Se implementadas,
estas medidas possibilitariam a execução do apoio modular e flexível em transportes às
unidades operacionais, concluindo-se que o mesmo só pode ser assim organizado se
existirem, permanentemente, as capacidades adequadas de transporte na unidade prestadora
de Apoio Direto.
The increasing dispersion of forces in the current Theatres of Operations, conferred by the possibilities of the modular organization, has imposed the revision of aspects related to the movement’s security and logistical support itself. For this reason, the object of this research is the logistical support in terms of Transportation (Logistics Element), in order to propose measures to improve transportation support to the Portuguese Army’s Operational Component. Using a qualitative research strategy, constructivist ontological and interpretive epistemological orientations, a transversal case study was conducted with two allied armies, aiming the analysis of the suitability of the current transportation support in the Portuguese Army forces. The study was complemented by surveys and semi-structured interviews, given by experts in military logistics. The investigation allowed to identify the factors that affect the satisfaction of operational transportation needs, which can be mitigated with measures at the levels of doctrine, organization, training and materials. If implemented, these measures would enable the execution of a modular and flexible transportation support to the maneuver units, concluding that it can only be organized this way if the Direct Support provider unit owns, permanently, the adequate transport capabilities.
