Abstract(s)
A iniciativa de estudar modelos de gestão hospitalar já existentes, com a perspetiva de
mudar ou apenas de refletir, tem de ser ponderada tendo em conta aspetos como a
complexidade dos sistemas em que os hospitais se integram, como a constante mudança
do ambiente em que se insere os sistemas e as pressões financeiras constantes
(Fernandes, 2012). Destas problemáticas nasce este estudo, que inicialmente aparece
como a problemática da criação de um novo hospital militar centralizador dos hospitais
militares existentes e que se estende para um tema geral e para o qual Portugal caminha,
que é a reestruturação do serviço de saúde militar. Este estudo foi desenvolvido usando
o método de revisão bibliográfica e estudo de caso, em que neste último se realizou um
questionário aos países NATO de caracterização dos seus serviços de saúde. Este
questionário não teve muita colaboração não sendo a principal base de sustentação dos
dados.
Iniciou-se assim como primeiro objetivo, o estudo do meio envolvente da saúde militar,
a situação económica do país que origina a necessidade de centralizar e uma revisão
bibliográfica sobre a saúde militar desde que esta existe até ao momento em que as
entidades estatais decidem centralizar os hospitais militares, incluindo a descrição do
processo de centralização deste. Posteriormente, descreve-se todos os sistemas de saúde
militar dos países NATO, iniciando-se assim a fase principal desta dissertação,
cumprindo o principal objetivo de definir tendências e ter bases de sustentação para a
reestruturação portuguesa.
Com este estudo de caso concluiu-se que tendencialmente os países NATO têm
estruturas de saúde militar fora da estrutura orgânica dos seus ramos das forças armadas,
e que Portugal pertencia a uma minoria de países que ainda tinham a sua saúde
totalmente na dependência dos ramos das Forças Armada.
The initiative to study existing models of hospital management, with the prospect of change or just to reflect, must be considered taking into account aspects such as the complexity of the systems in which hospitals are integrated, such as changing the environment in which enters the systems and constant financial pressures (Fernandes, 2012). From these problematic are born this study, which initially appears as the problem of creation of a new military hospital centralizing existing and extending to a general theme, which Portugal walks throw, which is the restructuring of the military health service. This study was conducted using the method of literature review and a case study, in which the latter held a questionnaire to countries of NATO characterization of their health services. The countries were not much collaborative for this questionnaire and because of that this was not the main support base of data. It began as the first objective, the study of the environment of the military health, the Portuguese economic situation that originates the need to centralize and a bibliographic review about military health since it exists until such time that the state authorit ies decide to centralize military hospitals, including the description of this process of centralization. Later, describes all military health systems from NATO countries, thereby initiating the main phase of this dissertation, fulfilling the main objective of setting trends and have bases of support for the Portuguese restructuration. With this case study it was concluded that the NATO countries tend to have military health structures outside the organizational structure of the branches of the armed forces, and that Portugal belonged to a minority of countries that still had their health completely dependent on the branches of Armed forces.
