Abstract(s)
O presente trabalho de investigação aplicada está subordinado ao tema “O crime de furto em residência: a atuação da Guarda Nacional Republicana”. Começámos por fazer um enquadramento teórico e abordar os conceitos nucleares para o desenvolvimento de todo o trabalho. Assumindo um método dedutivo, desenvolvemos um estudo com base na seguinte questão de partida: “De que forma a Guarda Nacional Republicana debela o crime de furto em residência?”. Posto isto, este trabalho tem como objetivo analisar a atuação da Guarda Nacional Republicana no âmbito da debelação do crime de furto em residência, mais propriamente as medidas tomadas com vista à prevenção e investigação deste.
O presente trabalho de investigação é constituído por seis capítulos, integrando três partes, designadamente: Parte I – Enquadramento Teórico, a Parte II – Parte Prática, e as conclusões e recomendações. Na Parte I, são apresentados os conceitos teóricos, nomeadamente as definições de segurança e de sentimento de insegurança, interligando estas com o crime de furto em residência. É também explorada a posição que a Guarda Nacional Republicana ocupa no seio do Sistema de Segurança Interna e o seu papel na prevenção e investigação do crime de furto em residência. Por fim, abordamos este tema de uma perspetiva internacional, realçando a cooperação entre a Guarda Nacional Republicana e a Guardia Civil com o objetivo de debelar o crime em questão.
Quanto à metodologia, esta incidiu numa análise documental sobre as variáveis em estudo e também na análise de respostas às entrevistas efetuadas a entidades ligadas ao comando de Destacamentos Territoriais e à prevenção e investigação criminais. Entidades estas que pertencem a diferentes organizações, não só nacionais, como a Guarda Nacional Republicana, a Polícia de Segurança Pública e o Sistema de Segurança Interna, como também estrangeiras, como a Guardia Civil.
Com a elaboração deste trabalho concluímos que, tendo em conta a opinião dos entrevistados, a Guarda Nacional Republica desempenha a sua função de forma exaustiva, no âmbito da debelação do crime de furto em residência. Essa atuação passa pela prevenção, sobretudo através de programas especiais de policiamento de proximidade, e contempla também a investigação do mesmo, sobretudo recorrendo à partilha de informações, não só a nível nacional, como também internacional.
The present research work is included in the main topic: “The crime of burglary: the action of “Guarda Nacional Republicana”. We started by doing a theoretical framework and board important concepts for the development of all the work. Assuming a deductive method, we developed a study based on the following starting issue: “How does “Guarda Nacional Republicana” weaken the burglary crime?” Hereupon, this paper has the objective to analyze the measures taken by “Guarda Nacional Republicana” to prevent and investigate the burglary crime. As for the methodology, it is focused in a documental analysis in the variables under study and the analysis of the interviews responses made to entities linked to territorial detachment command and to criminal prevention and investigation. These entities belong to different organizations, not only nationals, such as Guarda Nacional Republicana, Polícia de Segurança Pública and Sistema de Segurança Interna, but also foreign, such as Guardia Civil. The work is organized in six chapters distributed in three sections, the state of art, practical part and conclusion. In section I the theoretical concepts were discussed, namely the definitions of security and insecurity feeling, trying to make a connection with the burglary crime. Further it was explored the position of Guarda Nacional Republicana in the middle of Sistema de Segurança Interna and its role in the prevention and investigation of burglaries. Lastly, we address the crime of burglary from an international perspective, emphasizing the cooperation between Guarda Nacional Republicana and Guardia Civil with the aim of overcoming this crime. In section II the methods and procedures used to acquire the required information are presented. In addition, the results and the discussion of the data obtained are also presented in this section. The last chapter reports the conclusions and future recommendations. With this work we have concluded that, considering the interviewees’ opinion, the Guarda Nacional Republicana performs its function in an exhaustive way, in the scope of burglary crime. This action involves prevention, especially through proximity policing’s special programs, and contemplates the investigation, mainly resorting to the sharing of information, in a nationally and internationally way.
