Abstract(s)
A tese “A Rede de Oficiais de Ligação do MAI como Instrumento da Política Externa Portuguesa” investiga a participação das forças policiais na afirmação dos interesses de Portugal para além das fronteiras nacionais. Focando-se na análise da rede de oficiais de ligação do Ministério da Administração Interna (MAI), assimilada na estrutura diplomática portuguesa, a investigação ressalta o seu contributo na criação de relações de proximidade e na promoção da confiança junto da comunidade internacional, através do intercâmbio de informações estratégicas e de produtos de inteligência policial. Composta por polícias destacados das principais forças de segurança nacionais, esta rede multilateral avigora as ligações de Portugal ao mundo, expandindo a sua influência a diversas realidades geopolíticas e consolidando-o como um ator relevante na segurança global e interdependente.
Partindo da problematização da segurança na contemporaneidade, a investigação correlaciona a evolução do policiamento transfronteiriço com a emergência da diplomacia policial, apresentando a preferência portuguesa por um paradigma securitário colaborativo e multidimensional, interagências e interministerial, de alcance global e vocação para a paz.
A caraterização desta rede intercontinental de cooperação policial foi realizada através de visitas de estudo a entidades nacionais e internacionais, entrevistas a personalidades-chave e da aplicação de um inquérito a oficiais da GNR e da PSP nomeados para funções de oficial de ligação entre o final da década de 1990 e o primeiro trimestre de 2023. Através de uma abordagem metodológica mista, o estudo possibilitou, pela primeira vez, um olhar crítico e detalhado sobre o funcionamento, extensão e potencial da rede, bem como do protagonismo especializado dos agentes diplomáticos policiais em fóruns internacionais e reuniões de alto nível, antes restritas a diplomatas e políticos. Sublinhando o compromisso de Portugal com
ideais pacifistas, solidários e universalistas, a rede projeta a segurança interna como um instrumento de soft power na longa manus da Política Externa nacional e europeia.
The thesis “The MAI Liaison Officers' Network as an Instrument of Portuguese Foreign Policy” investigates the involvement of law enforcement agencies to the assertion of Portugal's interests beyond national borders. Focusing on the analysis of the Ministry of Home Affairs (MAI) liaison officer network, integrated within the Portuguese diplomatic structure, the research highlights its role in creating close relationships and fostering trust within the international community through the exchange of strategic information and law enforcement intelligence products. Composed of police officers seconded from the country's main law enforcement forces, this multilateral network strengthens Portugal's connections to the world, expanding its influence across various geopolitical realities and consolidating it as a relevant actor in global and interdependent security. Starting from the problematisation of security in contemporary times, the research correlates the evolution of cross-border policing with the emergence of police diplomacy, highlighting Portugal's preference for a collaborative and multidimensional security paradigm, interagency and interministerial, with a global reach and a vocation for peace. The characterisation of this intercontinental police cooperation network was carried out through study visits to national and international entities, interviews with key figures, and the application of a survey to police officers from the GNR and PSP appointed to liaison officer roles between the late 1990s and the first quarter of 2023. Through a mixed methodological approach, the study provided, for the first time, a critical and detailed analysis of the network’s functioning, scope, and potential, as well as the specialised protagonist of police diplomats in international forums and high-level meetings previously reserved for diplomats and politicians. Emphasising Portugal's commitment to pacifist, solidarity-driven, and universalist ideals, the network projects internal security as a soft power tool within the long hand of national and European foreign policy.
