O conceito de Multi-Domain Operations (MDO) foi inicialmente desenvolvido pelos
Estados Unidos, com o intuito de responder à ameaça de adversários com capacidades
semelhantes, integrando para isso todos os domínios. Apesar de se encontrar já em fase de
implementação, é um conceito que continua em constante desenvolvimento, tendo
inclusivamente a sua designação sido alterada para Joint All Domain Operations (JADO).
Sendo este o conceito subjacente ao futuro das operações militares, será importante
para a Força Aérea Portuguesa (FAP) acompanhar esta evolução e perceber como poderá
implementar este conceito de operações.
Este estudo investiga a forma como poderão ser implementadas as MDO na FAP,
tendo como base: análise documental do conceito nos Estados Unidos e análise de entrevistas
a militares nacionais e internacionais.
Recorrendo a um raciocínio indutivo, assente numa investigação qualitativa e desenho
de pesquisa de estudo de caso, concluiu-se que ainda nenhum país, dos analisados, tem o
conceito plenamente implementado. Também se concluiu que a implementação das MDO
na FAP deverá assentar, inicialmente, no aumento do conhecimento sobre a matéria,
produção de doutrina, aumento das oportunidades de treino em ambiente interoperável e
multidomínio e aquisição de meios com capacidades potenciadoras de MDO.
The Multi-Domain Operations (MDO) concept was initially developed by the United States, as a way to respond to a possible adversary threat of similar capabilities, integrating for that all the domains. Despite being already in its implementation phase, this concept continues to evolve and adapt, having its nomenclature changed to Joint All Domain Operations (JADO). As the concept that will dictate the future of military operations, it will be important for the Portuguese Air Force to keep up with this evolution and to understand how this concept can be implemented. This study investigates the way how the MDO could be implemented in the Portuguese Air Force, based on the research of United States doctrine and several interviews to national and international military entities. Based on an inductive reasoning methodology, with a qualitative research strategy and a case study research design, it was concluded that none of the analyzed countries has fully implemented the concept. It was also concluded that the implementation of MDO in the Portuguese Air Force should start, initially, by increasing the overall knowledge on MDO, developing doctrine, increasing the amount of training opportunities in multi-domain environments and the acquisition of capabilities able to potentiate MDO.
