Em 2019 foi pedido, por parte do Gabinete do Chefe de Estado-Maior-General das
Forças Armadas, cotação ao mercado para os novos documentos de identificação das
Forças Armadas. Em resposta a este pedido foi apresentada uma proposta por parte da
Imprensa Nacional Casa da Moeda (INCM) que prevê a emissão de documentos num
determinado horizonte temporal correspondente ao período de contrato, com um limite
máximo anual. Decorrente desta proposta, foi identificado o seguinte problema: “Que
modelo de planeamento de emissão de documentos de identificação se deveria adotar no
período do contrato?”.
De acordo com a proposta apresentada pela INCM, esta apresenta um contrato de 6
anos com a emissão total de 50.000 (cinquenta mil) cartões, sendo emitidos no máximo
9.000 (nove mil) documentos para os três Ramos das Forças Armadas em cada ano do
contrato. Para a Marinha, está prevista a emissão, no máximo de 2.500 (dois mil e
quinhentos) DIM (Documento de Identificação Militar) por cada ano do contrato. Perante
estes requisitos de planeamento previstos no contrato, interessa averiguar como poderão
ser emitidos estes documentos de identificação na Marinha, considerando o quantitativo
global de 16.635 militares, sendo que estes militares pertencem a diferentes categorias
(Oficiais, Sargentos e Praças) e estão em diferentes tipos de situação relativamente ao
vínculo à Organização, (pertencem aos quadros permanentes ou regime de contrato no
ativo, reserva ou na reforma), ao longo dos 6 anos de contrato.
Foi adotado um modelo de otimização em Programação Linear para se obter uma solução
para a emissão de DIM ao longo do período de contrato, que proporcione equilíbrio entre
classes. Foi utilizado o simulador de carreiras para se obter uma previsão das promoções
e mudanças de situação dos militares no período de 2020 a 2030, que constitui um dos
parâmetros de “input” do modelo de otimização

According to the proposal presented by the INCM, a 6-year contract with a total issuance of 50,000 (fifty thousand) cards was presented, with a maximum of 9,000 (nine thousand) documents being issued for the three Armed Forces Branches in each year of the contract. For the Navy branch, a maximum of 2,500 (two thousand and five hundred) DIM (MID, Military Identification Document) was defined for each year of the contract. In view of these planning requirements provided in the contract, it is interesting to find out how identification documents can be issued in the Navy, considering the global amount of 16,635 personnel, considering thee the different categories they belong(Officers, Sergeants and Enlisted People) and the different types of contract with the Organization (belonging to permanent staff or contract regime in active, reserve or retired) over the 6 years of the contract. An optimization model in Linear Programming was adopted to obtain a solution for issuing identification documents throughout the contract period that provides balance between categories. The Navy career simulator was used to obtain a forecast of promotions and changes in the situation of the military in the period of 2020 to 2030, which constitutes one of the input parameters of the optimization model.
