No âmbito do Curso de Comando e Direção Policial, o presente Trabalho de Investigação
Final, propôs-se fazer um estudo teórico sobre aeronaves não tripuladas com megafones,
com o objetivo de aferir a utilidade desta ferramenta na negociação de um Incidente Tático
Policial. Neste trabalho foi estudado o aparecimento e evolução desta tecnologia e da sua
possível aplicação, vantagens e desvantagens ao nível da segurança pública.
Foi analisada a data de introdução destas aeronaves na Polícia de Segurança Pública e foram
avaliados outros tipos configurações possíveis por forma a facilitar e conferir maior
segurança em matéria de negociação. Analisou-se a forma e técnicas usadas em negociação,
para aferir a necessidade da aplicação inovadora dos veículos aéreos não tripulados.
Por último e em conclusão, apresentou-se uma nova teoria de utilização, apontando as falhas
ou os erros, quer na forma de negociação de incidentes táticos atualmente quer da nova
proposta de utilização de veículos aéreos não tripulados. Apesar disso, foi demonstrado que
existe vantagem no uso da teoria proposta sobre a forma de trabalho existente. Deixou-se a
proposta para futuras investigações no âmbito da utilização destas aeronaves em resolução
de outras situações de carater operacional.
In this Final Investigation Work, it is proposed to carry out a theoretical study on unmanned aircraft with built-in megaphones, to prove the usefulness of this tool in the negotiation of a Police Tactical Incident. In this work, the emergence and evolution of this technology and its possible application, advantages, disadvantages in terms of public safety were studied. The date of introduction of these aircraft in the Public Security Police was analysed and other possible configurations were evaluated to facilitate and provide greater security in terms of negotiation. The form and techniques used in negotiation were analysed to assess the need for the innovative application of unmanned aerial vehicles.Finally, and in conclusion, a new theory of use was presented, pointing out the flaws or errors, either in the form of negotiation of tactical incidents currently or in the new proposal for the use of unmanned aerial vehicles. Despite this, it has been shown that there is an advantage in using the proposed theory over the existing way of working. The proposal was left for future investigations in the scope of the use of these aircraft in solving other operational situations.
