Abstract(s)
A Guarda Nacional Republicana caracteriza-se pela competência do serviço público de proximidade e permanente aprofundamento do conhecimento, sendo constantemente avaliada pelos resultados alcançados, primando a sua conduta pelos princípios das boas práticas, partilha de competências e melhoria constante em prol da grei.
O presente Trabalho de Investigação Aplicada encontra-se subordinado ao tema “Learning Organization: Diagnósticos e oportunidades na Guarda Nacional Republicana” e tem como principal objetivo compreender os possíveis benefícios para a Guarda Nacional Republicana da implementação do conceito de Learning Organization, em formato digital, nos seus sistemas de informação.
De modo a alcançar os objetivos da investigação, utilizou-se um raciocínio dedutivo, sendo que foi utilizada uma estratégia metodológica qualitativa, onde o processo de recolha de dados materializou-se através da pesquisa bibliográfica, análise documental, observação direta e realização de entrevistas semiestruturadas. Inicialmente, foi elaborada uma introdução onde se explica não só a temática, como a sua importância na instituição. Seguidamente, foi elaborado o enquadramento teórico, tendo por base uma pesquisa bibliográfica com o intuito de apresentar conceitos de forma a dar suporte ao trabalho de campo.
Através da triangulação dos resultados obtidos nos diferentes processos de recolha de dados, foi possível verificar que a capacidade de Lições Aprendidas na Guarda Nacional Republicana encontra-se ainda em fase de estudo, sendo que esta capacidade está a ser desenvolvida de acordo com a doutrina do North Atlantic Treaty Organization. Foi possível também constatar que a implementação desta capacidade na instituição acarreta inúmeros benefícios, tais como alterações doutrinárias ou até estruturais, correção de erros, redução de custos, redução do risco operacional, aumento da eficiência e melhoramento da eficácia operacional, constituindo-se como uma mais-valia para o cumprimento da vasta tipologia de missões que estão incumbidas à Guarda Nacional Republicana.
The Republican National Guard is characterized by its competence in public service, proximity, and ongoing deepening of knowledge, constantly evaluated by the results achieved, with its conduct guided by the principles of good practices, sharing of skills, and continuous improvement for the benefit of the community. This Applied Research Project is focused on the theme "Learning Organization: Diagnostics and opportunities in the Republican National Guard" and its main objective is to understand the potential benefits for the Republican National Guard of implementing the concept of a Learning Organization, in digital format, within its information systems. In order to achieve the research objectives, a deductive reasoning approach was used, employing a qualitative methodological strategy, where data collection processes involved bibliographic research, documentary analysis, direct observation, and semi-structured interviews. Initially, an introduction was developed to explain not only the topic but also its importance within the institution. Subsequently, a theoretical framework was elaborated based on bibliographic research to present concepts that support the fieldwork. Through the triangulation of results obtained from different data collection processes, it was possible to verify that the capacity for Lessons Learned within the Republican National Guard is still in the study phase, with this capacity being developed in accordance with North Atlantic Treaty Organization doctrine. It was also observed that the implementation of this capacity within the institution brings numerous benefits, such as doctrinal or even structural changes, error correction, cost reduction, operational risk reduction, increased efficiency, and improved operational effectiveness, constituting added value for fulfilling the wide range of missions entrusted to the Republican National Guard.
