Abstract(s)
Na modernidade (sociedade da informação e comunicação), o transporte por via aérea
assume uma crescente importância (individual e, ou coletiva) e criticidade. Este estudo tem
como tema “Os passageiros desordeiros em voos com destino a Portugal no período de
2019 a 2023”. Esta problemática tem gerado justificada preocupação nas companhias
aéreas e nas autoridades, em particular, na Polícia de Segurança Pública (PSP). Deste
modo, o objetivo geral é estudar os principais fatores que estão na origem dos
comportamentos desordeiros e, por consequência, identificar medidas preventivas com
vista à sua mitigação, pretendendo-se deste modo, obter perceções valiosas que possam
delinear políticas e práticas de prevenção, com vista a uma gestão mais eficaz no futuro.
Foi desenvolvido um estudo de investigação misto, combinando métodos quantitativos e
qualitativos. A componente quantitativa baseou-se na exaustiva recolha de dados e
confirmação no Sistema Estratégico de Informação (SEI) da PSP, enquanto a qualitativa
foi sustentada em entrevistas a especialistas de companhias aéreas e da PSP. Para além dos
resultados quantitativos a nível nacional, os dados são detalhados por aeroportos (Lisboa,
Porto, Faro, Açores e Madeira), evidenciando-se uma maior preocupação na análise local
do fenómeno. A efetiva consciencialização dos passageiros, o reforço da divulgação do
quadro sancionatório e a formação contínua dos tripulantes (reforço das competências de
manutenção da ordem e a segurança a bordo) são estratégias identificadas como eficazes
para mitigar comportamentos desordeiros. Medidas específicas, como a proibição do
consumo de álcool e a sensibilização para a existência de sensores de fumo nas casas de
banho das aeronaves, são cruciais para prevenir os principais comportamentos desordeiros.

In modern times (the information and communication society), transportation by air is becoming increasingly important (individually and/or collectively) and critical. The subject of this study is “Unruly passengers on flights to Portugal between 2019 and 2023”. This issue has generated justified concern among airlines and authorities, particularly the Public Security Police (PSP). Therefore, the general objective is to study the main factors behind unruly behavior and, consequently, to identify preventive measures to mitigate it, with the aim of obtaining valuable insights that can outline prevention policies and practices, with a view to more effective management in the future. A mixed research study was carried out, combining quantitative and qualitative methods. The quantitative component was based on exhaustive data collection and confirmation in the PSP's Strategic Information System (SEI), while the qualitative component was supported by interviews with airline and PSP specialists. In addition to the quantitative results at national level, the data is broken down by airport (Lisbon, Porto, Faro, Azores and Madeira), showing a greater concern for local analysis of the phenomenon. Effective passenger awareness-raising, greater dissemination of the sanctions framework and ongoing crew training (reinforcing skills in maintaining order and safety on board) are strategies identified as effective in mitigating unruly behavior. Specific measures, such as banning alcohol consumption and raising awareness of the existence of smoke sensors in aircraft toilets, are crucial to preventing the main types of unruly behavior.
