O presente Trabalho de Investigação Individual (TII), tem por objetivo procurar
caracterizar os modelos de utilização de infraestruturas da Defesa atuais quanto à sua
natureza relacional de Cooperação e/ou de Conflito, procurando desta forma compreender a
que nível estas se encontram, através da análise de diversos indicadores e pesquisas
bibliográficas, auxiliando-se da construção de um índice de avaliação da referida natureza
relacional.
No presente TII seguiu-se um raciocínio hipotético-dedutivo, adotando no domínio
metodológico uma estratégia quantitativa com reforço qualitativo usando como instrumento
de recolha de dados, a técnica de entrevistas estruturadas e a pesquisa bibliográfica e
documental.
Quanto ao desenho de pesquisa, é um estudo de caso da sua aplicação na Força Aérea
Portuguesa.
Este estudo inicia-se com a seguinte pergunta de partida (PP): “Em que medida os
modelos de cooperação civil-militar no âmbito da utilização de infraestruturas da Defesa são
essencialmente relações de cooperação ou conflito?”. Da análise dos diversos indicadores e
dimensões, concluiu-se que os interesses dos intervenientes conduziram a relações de
partilha marcadas pela elevada cooperação e baixo conflito, mas cujos interesses recaem no
aprofundamento da cooperação com eventual acréscimo da relação conflitual. Abstract: The purpose of this research paper is to try to characterize current models of defense
infrastructure sharing in relation to their relational nature of Cooperation and / or Conflict,
to understand the level of these through analysis of several indicators and bibliographical
researches, helping to construct an index of evaluation of said relational nature.
In the present TII a hypothetical-deductive reasoning was followed, adopting in the
methodological domain a quantitative strategy with qualitative reinforcement using as
instrument of data collection the technique of structured interviews and the bibliographical
and documentary research.
As for the research design, it is a case study of its application in the Portuguese Air
Force.
This study begins with the following starting question (PP): "To what extent are the
models of civil-military cooperation in the field of the sharing of defense infrastructures
essentially relations of cooperation or conflict?" From the analysis of the various indicators
and dimensions, it was concluded that the interests of the actors led to sharing relations
marked by high cooperation and low conflict, but whose interests lie in the deepening of
cooperation with the eventual increase of the conflict.
