| dc.description.abstract | O Golfo da Guiné é atualmente a zona do mundo mais afetada pela pirataria e roubo armado no mar. O objetivo desta investigação é a análise do contributo da cooperação portuguesa no Golfo da Guiné, para uma segurança marítima cooperativa, focada nas iniciativas portuguesas com o empenhamento de unidades navais da Marinha. Esta investigação seguiu um raciocínio indutivo, assente numa estratégia de investigação qualitativa, consubstanciada num desenho de pesquisa estudo de caso. A partir dos conceitos estruturantes de segurança marítima e segurança marítima cooperativa, aplicadas ao Golfo da Guiné, procurou-se compreender o fenómeno da pirataria e do roubo armado, analisando as iniciativas portuguesas, bem como outras iniciativas, através de padrões encontrados nos dados. Do estudo resultou a identificação de que Portugal é reconhecido como um produtor de segurança marítima na região e que as suas iniciativas poderão ser potenciadas, contribuindo ainda mais para uma segurança marítima cooperativa. Este incremento pode ser feito, por exemplo, através da cooperação com outras iniciativas na região. Contudo, antevê-se um desafio crescente para as iniciativas portuguesas, nos próximos anos, para que estas possam dar uma resposta dissuasora e credível a este tipo de ameaça, privilegiando a relevância da presença portuguesa no Golfo da Guiné. Abstract: The Gulf of Guinea is currently the area in the world most affected by piracy and armed robbery at sea. The aim of this research is to analyse the contribution of Portuguese cooperation in the Gulf of Guinea, for a cooperative maritime security, focused on Portuguese initiatives with the commitment of naval units of the Portuguese Navy. This research followed an inductive reasoning, based on a qualitative research strategy, embodied in a case study research design. From the structuring concepts of maritime security and cooperative maritime security, applied to the Gulf of Guinea, it was sought to understand the phenomenon of piracy and armed robbery, analysing the Portuguese initiatives, as well as the other initiatives, through patterns found in the data. The study identified that Portugal is recognized as a producer of maritime security in the region and that its initiatives could be enhanced, further contributing to cooperative maritime security. This can be done, for example, through cooperation with other initiatives in the region. However, Portuguese initiatives are expected to face a growing challenge in the coming years to provide a deterrent and credible response to this type of threat, while emphasising the relevance of the Portuguese presence in the Gulf of Guinea. | pt_PT |
