Abstract(s)
O presente trabalho tem como objectivo geral analisar à implementação do “e-Governo”
na Administração Municipal de Cabinda, República de Angola com finalidade de promover a
transparência e a confiança dos seus munícipes. As Tecnologias de Informação e Comunicação e
a internet revolucionaram o Governo eletrónico e a modernização administrativa que originaram
o aumento de transparência dos serviços da Administração Pública e um melhor controlo dos
serviços prestados pela administração.
O primeiro capítulo foi destacado pela Introdução, objectivo geral, objectivos específicos
e pelas Problemáticas do trabalho.
No segundo capítulo, abordamos o Enquadramento Teórico numa revisão da
Administração Pública e da Finanças Públicas tendo uma ligação muito estreita, sendo que a
“Administração Pública” que cai no domínio das Finanças Públicas e inclui: Administração
Central, Administração Regional e Local; Administração da Segurança Social. Também foi
desenvolvido o tópico principal do nosso tema com as reflexões sobre a transparência e governo
eletrónico. Refletimos sobre a Transparência na Administração Pública; Portal de Transparência
Municipal da DGAL em Portugal; A Corrupção por falta da Transparência; e-Governo ou Portal
Virtual. Neste capítulo, adaptamos a realidade de Cabinda ao modelo do Índice de Transparência
Municipal (ITM) de Portugal.
No terceiro capítulo, realçamos a História Política de Angola; A Situação da Economia de
Angola no apoio as autarquias locais; O Enquadramento das autarquias locais em Angola; O
Enquadramento sobre a Modernização Administrativa Publica de Angola.
No quarto capítulo, abordamos a metodologia com destaque na abordagem e design do
Estudo; os Participantes e a forma de Recolha de Dados
No quinto capítulo, analisamos os Dados do Inquérito por Questionário baseado no Perfil
dos inquiridos; na Situação Atual da Administração do Município Cabinda; Portal virtual do
Município de Cabinda para a promoção da transparência.
Na gestão pública autárquica, a transparência é fundamental para a mudança de
comportamentos, aumentando o poder dos eleitores e dando-lhes a possibilidade de se tornarem
uma comunidade que verdadeiramente participa e controla.
The present work has as general objective to analyze the implementation of the “e- Government” in the Municipal Administration of Cabinda, Republic of Angola in order to promote the transparency and trust of its citizens. Information and Communication Technologies and the Internet revolutionized e-Government and administrative modernization that led to an increase in the transparency of Public Administration services and a better control of the services provided by the administration. The first chapter was highlighted by the Introduction, general objective, specific objectives and the Problematics of the work. In the second chapter, we address the Theoretical Framework in a review of Public Administration and Public Finance having a very close connection, with “Public Administration” falling under the domain of Public Finance and includes: Central Administration, Regional and Local Administration; Social Security Administration. The main topic of our theme was also developed with reflections on transparency and e-government. We reflect on Transparency in Public Administration; DGAL's Municipal Transparency Portal in Portugal; Corruption for lack of Transparency; e-Government or Virtual Portal. In this chapter, we adapt the reality of Cabinda to the model of the Municipal Transparency Index (ITM) of Portugal. In the third chapter, we highlight the Political History of Angola; The State of Angola's Economy in supporting local authorities; The framework of local authorities in Angola; The Framework on Public Administrative Modernization in Angola. In the fourth chapter, we approach the methodology with emphasis on the Study's approach and design; the Participants and the form of Data Collection In the fifth chapter, we analyze the Survey Data by Questionnaire based on the Respondents' Profile; in the Current Situation of Cabinda Municipal Administration; Cabinda Municipality's virtual portal to promote transparency. In municipal public administration, transparency is fundamental to changing behavior, increasing the power of voters and giving them the possibility of becoming a community that truly participates and controls.
